
Ordinance signed by Rector Paulo Cesar Montagner establishes the Unicamp Protocols and Events Manual. The document, published in the Official Gazette of the State of São Paulo on Tuesday (6/5), is already in force and was prepared by the Head of Ceremonies at the Rectorate, Simone Turati. The Manual aims to standardize the planning and execution of events in all departments of the University. Each department will receive a digital and a physical copy of the document.
The initiative was based on the identification of demands and doubts related to the organization of events and the reception of authorities in the various Unicamp units, as Turati explains. “I realized that there was a lack of information for the community to organize events in a formal manner.”
Turati has been working at Unicamp’s Ceremonial Department since 2019, and has over two decades of experience in the field. She considers the publication of the Manual to be a turning point. According to her, many mistakes are due to a lack of knowledge about correct procedures, a problem that will be solved from now on. “It is a spectacular gain, a new cycle. We hope that this work will provide greater efficiency, professionalism and uniformity in the organization of events, contributing to the excellence of the institutional image and the proper conduct of ceremonies at Unicamp.”


The material follows the legislation and bibliography of the area, adapting the content to the specific needs of Unicamp. “Every public university must follow the rules of public ceremony [Decree nº 70.274/1972] and have a standardization of its events. A forum must have the same standard, whether at the Institute of Arts or Chemistry, for example. The protocol is like a recipe book, so we don’t need to invent anything”, argues Turati.
It exemplifies the importance of the rules following the recent death of Pope Francis, whose funeral follows a series of steps set out in its own protocol.
The document includes everything from the definition of terms in the field and the description of each type of activity – forum, congress, seminar, graduation ceremony and others – to the position of seats at a meeting table and tips on dress code and professional etiquette. Written in simple language, it allows everyone, even those who do not work directly in this field, to understand and apply the procedures.
Training
Also with the purpose of training units to carry out protocol events, Turati provides training in “Protocols and events” and “Master of ceremonies”, offered via Unicamp Corporate Education (Educorp) since 2023.
The courses will continue for those interested and are even training employees from other agencies based in Campinas in the current class. “Since the first class, I have noticed a huge change in the way events are conducted, so we are on the right track,” says the ceremonial specialist.

Common mistakes that are demystified during training include the precedence of the board of directors and the order of speaking. “Each occasion demands specific procedures to ensure harmony, respect for rules and appreciation of participants,” says Turati.
In the state of São Paulo, for example, the governor must preside over all ceremonies in which he is present. In this case, despite being the first authority to sit at the table, respecting the hierarchy of positions, he will be the last to speak.
“Precisely because you will hear everything that other people have said and will have the chance to close,” he explains. Both the training and the Manual present sample ceremony scripts and drawings that exemplify the orders of precedence.
