New Health

Unicamp is an autonomous entity. 

Unicamp is an autonomous institution linked to the Government of the State of São Paulo.  

This model guarantees the University autonomy to manage resources and conduct activities within the framework of public service regulations. 

The other two state universities – USP and UNESP – also adopt a similar system.

These are public institutions created by law to carry out government activities, but with their own management and budget. 

Local authorities operate in an independent and specialized manner. 

This is a way of organizing state activities, focusing on efficiency and transparency.

The newly created public agency will be subordinate to the State Secretariat of Health. 

The agency will be responsible for the administrative and financial management of hospitals and healthcare facilities. 

The change maintains the free access to SUS (Brazilian public healthcare system) services and the integration with the University's teaching, research, and outreach programs.

The resumption of the debate

Discussions were revived following new analyses of the structure and growth of the healthcare sector. 

The initiative takes into account the history of previous studies on management models at the University.

Transparency e legal certainty

The process of establishing local government is carried out in stages, based on technical analyses, legal opinions, and decisions by the relevant authorities. 

Each phase undergoes technical studies and legal verifications before execution. The process follows the law, with complete transparency, public records, and legal security. 

The service remains public

Public, free, and universal healthcare services at Unicamp will be maintained.  

The services remain fully integrated into the SUS (Brazilian Public Health System). 

The new administrative structure maintains its focus on assistance and commitment to the population. 

Responsibility academic

The Faculty of Medical Sciences (FCM) at Unicamp maintains academic responsibility for the planning and supervision of teaching, residencies, and practical training. 

The academic and management model to be adopted is similar to that of other state universities in São Paulo. 

Local government is not privatization. 

Autonomy strengthens public control over healthcare and improves service management. 

The healthcare service remains a direct responsibility of the State Government, with greater administrative autonomy. 

The change does not imply a transfer of assets or services to the private sector.

Lifetime of rights and appreciation of public servants

The connection and appreciation of healthcare workers with Unicamp will be maintained, ensuring the full protection of their rights, salaries, and benefits. 

The University remains responsible for labor and social security rights, compensation, and career plans. 

The hiring of new professionals will be conducted by the State Health Department, in accordance with current legislation.
