RULES AND PROCEDURES FOR USE OF COMMON SPACES DURING AND AFTER THE COVID-19 PANDEMIC.
Ordinance GR 42/2020, of 17/06/2020, designated the Working Group to create standards and procedures for the use of common spaces during the COVID-19 pandemic.

Introduction
Unicamp created a task force, made up of Working Groups that bring together professors and employees from different specialties to prepare the university for the return to in-person activities post-pandemic. The GTs are organized to cover all the topics necessary for the gradual and safe return of in-person activities on all Unicamp campuses, so that there is a complement between the objectives of each group, as per the table below.

GT4 is responsible for defining general regulations for use, coexistence and flow in common spaces, classrooms and teaching laboratories, face-to-face service by DAC, DGRH and other bodies and the procedure for the sale of food and drinks during the pandemic of COVID-19.
This document aims to provide general standards and procedures for the use of spaces during and after the COVID-19 pandemic. Such guidelines must be applied to support the specific return plans that each body or unit will build in accordance with the Gradual Return to In-Person Activities Plan of the State University of Campinas.
For the WG regulations to be followed, it is necessary for each Unicamp body or unit to establish a local committee, which implements the regulations according to their respective specificities, in order to review, update or modify the Return Plans developed. The units must also carry out a survey of internal spaces that do not have ventilation or that do not meet the regulations established in this protocol, as well as the number of people who should occupy these spaces and present to the Technical Committee to analyze the situation, verify the possibility of relocation of the activity to other spaces and technical approval on the use of the space.
The Technical Committee must be formed by technical members who make up the Working Groups with the aim of monitoring the units' Return Plans and aligning solutions. Furthermore, interaction between the different bodies of the university needs to be even more intense, constant and efficient, especially in relation to SVC, which plans and executes security actions on campuses, together with the Health, Communication, DEPI and the various executive bodies of the Campus City Council.
Working Groups 07 and 09 will standardize educational and informative materials for students, teachers, employees and service providers, based on the technical content made available by the other GTs. The GT 10 will comply with all the regulations of the other GTs.

Unicamp spaces
To prepare this protocol, the flow of people in collective open spaces, closed teaching and research spaces, libraries, teaching laboratories, pantries and internal coffee areas, internal cafeterias of units and canteens on all campuses is considered. The following items specify the regulations for the use of these spaces.
This protocol considers the different types of activities that occur at the university: teaching, research, extension and administration and the respective uses of spaces for each of them. Health activities and clinical care have specific protocols that must be consulted.
Posters, banners and banners with guidelines will be standardized throughout the university and distributed to all units. Educorp will provide educational actions on care during the pandemic, participation in which is mandatory for students, staff, teachers and service providers.
Administrative activities must return following the Plan for Gradual Return to In-Person Activities at the State University of Campinas, through the five established phases. Each body must classify its employees according to the risk category and propose adaptation to the plan, following the regulations contained in this protocol and in the protocol of the other Working Groups for the return of in-person activities.
Teaching, research and extension activities can be classified as theoretical and practical, and the return of face-to-face activities must prioritize practical classes and final undergraduate subjects, focusing on students who are finishing their courses. The other subjects must be maintained remotely, as a priority.
The Government of the State of São Paulo established that when the municipality of Campinas is 14 days into the Yellow Phase, practical activities involving the training of students in the health area must once again take place in person, considering all safety regulations of public health.
This protocol encourages the use of open spaces as alternatives to classrooms when possible. Open locations can be in the institutes and colleges themselves, with internal control and compliance with physical distancing regulations. And collective open spaces were also made available for this purpose, through reservation and scheduling with DAC.
In cases where the use of closed spaces is necessary, institutes and faculties must follow the regulations in the “classrooms” and “research laboratories” items of this protocol. For the use of sports courts and fields, follow the regulations in the “sports spaces” item of this protocol.
It should be considered, as a general rule, that all spaces must allow the presence and movement of people in order to maintain a physical distance of 1,5m. When the available spaces, open or closed, are still insufficient to accommodate the distancing and occupancy rate, the person responsible must contact DAC to check the availability of collective open spaces.
Many units have open spaces that can be used as alternatives for carrying out teaching, research, extension and food activities, as is the case of the Science Museum, the FEF Forest, the IE Forest, the Faculty of Education Forest , from the FCA open courts. If there is a need to use these spaces, the DAC must also be informed so that the SVC is contacted and is aware of the activity being carried out.
2.1 Open spaces
Open spaces are areas for collective use that are open to the entire academic community. Among them, we highlight the streets, avenues, squares, arena theaters and social spaces in general. These open spaces can represent alternative possibilities for eating, studying and learning, as long as they follow basic hygiene and social distancing recommendations.
Open spaces are considered tools for reducing the risk to public health as they are spaces for air circulation and incidence of sunlight. In this sense, the reopening of streets as public spaces guarantees safety in terms of public and physical health.
The general regulations for use and circulation in these spaces is to wear a mask and follow the physical distancing protocol of 1,50m, without personal contact. Some measures must be taken to ensure that this regulation is followed in Unicamp's existing open spaces. To this end, open spaces were categorized and usage regulations specified in each item below.
2.1.1. Circulation of pedestrians and cyclists at Unicamp
To avoid crossing paths and the proximity of people as much as possible during movement, it is necessary to promote practicality, comfort and safety. To achieve this, streets and avenues must have sidewalks, cycle paths or spaces for the circulation of pedestrians and cyclists that comply with the basic public health protocol: physical distancing.
Thus, this regulation establishes:
- Masks are mandatory for everyone entering the campuses and supervision of their use will be the responsibility of the Campus Experience Department (SVC), in accordance with regulations.
- Pedestrians must obey the direction of flow to the right and observe a minimum distance of 1,5m (2m) when circulating.
- Cyclists must also obey the direction of flow to the right and pay attention to a minimum distance of 3,0m when traveling.
- Streets and avenues that do not have sidewalks and/or cycle paths or that have sidewalks and cycle paths that do not meet the width for the minimum distance of 1,5m, must use motor vehicle circulation lanes for the circulation of pedestrians and cyclists, with the use of tactical urban planning tools, in order to limit access of motor vehicles to service vehicles and people with disabilities, at reduced speed.
- At bus stops, you must wait in line with a spacing of 1,5m between people.
Tactical Urbanism - Complete Streets: vehicle circulation and flow of people
The complete street concept brings urban design that aims for safety and comfort for users of all means of transport. The objective is to improve the quality of travel for users, designing streets that are safe public spaces and that allow for sustainable, high-performance transport networks.
Tactical urbanism is urban design based on low-cost temporary interventions to test and evaluate effectiveness and community acceptance. It allows you to catalyze long-term projects, creating quality public spaces with low investment.

Unicamp's Integrated Master Plan has a Living Complete Streets Laboratory project for the Zeferino Vaz campus and establishes, through this protocol, the implementation of the first test phase through tactical urbanism. This action will begin in the Basic Cycle region, where only official vehicles, service vehicles from authorized dealers and vehicles for people with disabilities can access the streets Sérgio Buarque de Holanda, Carlos Gomes, Cláudio Ábramo, Lev Landau and Carl Von Linaeus. In these streets, priority is given to the safe mobility of pedestrians and cyclists. The intervention will be marked by temporary interventions with painting on the streets and the use of cones and indicative and explanatory signs for the community. The traffic of private motor vehicles in this region is directed to parking spaces, which improves property security.

For Student Housing, private vehicles can enter for loading, unloading, boarding and disembarking people and traffic and parking are free for official vehicles, service vehicles from authorized dealerships and vehicles for people with disabilities. Private vehicles must be parked in internal or external parking spaces in order to free up parking lanes along Ubaldo Marques and Paulo Freire streets for the movement of pedestrians and cyclists safely, considering the needs for physical distancing during the pandemic . This intervention must be integrated between the DEPI Integrated Master Plan, the SOS COVID Housing Support group, the Housing Executive Coordination and Housing representatives for evaluation.
The proposals rely on the planning of Unicamp's Integrated Master Plan, supervision by the Campus Experience Secretariat and should be expanded to the Faculty of Applied Sciences and the Faculty of Technology and COTIL, at a time after the test phase of the Basic Cycle and Housing Student.
The actions necessary to implement this proposal will be discussed, planned and put into practice through another Working Group, to be designated, according to the draft Ordinance proposed in Annex V of this protocol.
2.1.2. Plazas and arena theaters
Squares are considered open spaces to promote social interaction. During the pandemic, social interaction is affected and practically limited to people who share the same address. Therefore, regarding the use of Unicamp's squares and arena theaters as alternative spaces for teaching and research activities, this regulation establishes that:
- it is necessary to wear a protective mask;
- it is necessary to maintain a minimum physical distance of 1,5m between people;
- gatherings are prohibited;
- fairs and commercial activities are prohibited;
- It is necessary to sanitize benches and other urban furniture when available, before and after using the space, and provide time for this cleaning to be carried out between activities.
Some sectors of squares are available for use as teaching and research spaces as long as public health standards are followed and as long as the teachers and colleges/institutes responsible for the activities inform DAC officially about the use of the space, with prior scheduling. DAC, in turn, will inform SVC, responsible for supervising these activities.
These open spaces must be sanitized before and after use, in accordance with item 4.5 of this protocol. To do this, it is necessary to allow for cleaning time between activities.
The following are open spaces that can be used as alternatives for classrooms and laboratories:

2.1.3. Sports spaces
The open courts and Experience Centers on Unicamp campuses must remain closed, with exclusive use and scheduled only for practical teaching and research activities understood as essential for the training of students or for the development of research, in accordance with the understanding of units that offer them. However, the following standards must be followed:
- it is necessary to maintain a minimum physical distance of 1,5m between people;
- gatherings are prohibited;
- student team training and extension activities involving physical activities are prohibited;
- The use of outdoor gyms and experience centers on all campuses is prohibited.
2.2 Closed spaces
This item deals with descriptions for the use and circulation of people in Unicamp's closed spaces, such as classrooms, laboratories, libraries, auditoriums, public service (non-hospital), administrative spaces, pantries, internal cafeterias, public restrooms and locker rooms. Uses relating to healthcare are not covered in this document as they have specific protocols.
As a general rule for all university buildings, there must be a sanitation area at the main entrance and secondary accesses must be closed. This area must be delimited with tape or floor stickers and must have a gel alcohol dispenser and a liquid alcohol dispenser. Annex I of this protocol provides an example of a hygiene area in buildings. Posters with information about COVID-19 must be posted in this area: correct use of a face mask; behavior and symptom labels.
Unicamp's buildings are heterogeneous and have different types and uses. Some rooms have large, airy spaces, but there are many other rooms with little or no natural ventilation. It is also common to find environments that have been subdivided, resulting in spaces without windows and, consequently, without natural ventilation. This lack of natural ventilation ends up making air conditioning essential for the use of the environment and, at the same time, dangerous for the new reality, which demands air circulation. The existing air-conditioned environments at Unicamp have little or no renewal and high-efficiency air filtration, which is not viable during the COVID-19 pandemic. Item 4.2. This document establishes the regulations for the use of air-conditioned environments when there is no possibility of using another space.
Annex II of this document contains the tables that indicate the occupancy rate for each of the uses in closed spaces and Annex III of this document deals with the regulations for ventilation of environments during the pandemic.
When it is not possible to adapt all occupants of closed spaces in accordance with the regulations established in this protocol, bodies/units must establish work or study alternatives through rotation of in-person and remote teams. This rotation must consider that the teams must remain with the same members from the beginning to the end of the activities, without mixing people between the teams, with the aim of avoiding cross-contamination.
It is recommended that this proposal be made possible through rotating shifts or rotating days according to the particularities of each body/unit. When changing between relay teams, all space hygiene standards must be followed. In addition, it is recommended to make entry and exit times more flexible to avoid crowds.
2.2.1. Classrooms
Classrooms with natural ventilation will be able to operate with a maximum limit of 30% of their capacity, as long as they maintain a minimum distance of 1,5m between occupied chairs and guarantee the same measure for circulation. The unit must demarcate or disable the chairs that cannot be occupied. You must also sanitize countertops, computers, equipment and utensils before and after use (see details on hygiene in item 4 of this document).
2.2.2. Laboratories
Laboratories with natural ventilation will be able to operate with a limit of 30% of their capacity, as long as they maintain a MINIMUM distance of 1,5m between occupied chairs and guarantee the same measure for circulation.
The unit must demarcate or disable positions that cannot be occupied. It is recommended to create a rotation scheme to reduce the number of people and sanitize countertops, computers, equipment and utensils before and after use (see details on hygiene in item 4 of this document).
As laboratories are closed environments, eye protection can contribute. Protective glasses or face shields are recommended, as long as they do not make activities impossible.
In the case of laboratories that need to be air-conditioned to carry out activities, follow the procedures described in item 4.2 of this protocol.
2.2.3. Libraries
Libraries can be opened, as long as a distance of 1,5m between people is respected. There must be an exclusive shelf for receiving returned material; Books must be received using gloves and must be unused for 9 days (do not place in the collection or for circulation).
More details involving the use of libraries are in Annex IV of this document.
2.2.4. Auditoriums
Auditoriums will be able to operate with a maximum limit of 30% of their capacity, as long as a distance of 1,5m is maintained between occupied chairs and ensuring the same measure for circulation, paying attention to the demarcation or unusability of chairs that cannot be occupied.
It is essential to clean the entire space, as well as all chairs and armchairs before and after use.
2.2.5. Public services (non-hospital)
Since the beginning of the quarantine, face-to-face services at Unicamp have been reduced to what is strictly necessary. It is known that each area developed specific internal procedures for its operations in order to enable the gradual resumption of its activities and/or the non-interruption of activities essential to Unicamp.
Although each area has carried out its own procedure taking into account its restrictions and specificities in relation to service, this document provides some general rules that must be followed:
- mandatory use of one of the types of Personal Protective Equipment (PPE) recommended by the WHO, namely: masks: N95, surgical or fabric (changed every 2 hours or whenever damp), nitrile gloves, visors/face shield face shield type;
- use of acrylic barriers at fixed service stations;
- whenever possible, carry out appointments by appointment. If this is not possible, use password assistance, paying attention to marking distances on the floor or seats, when applicable;
- maintain a minimum distance of 1,5m both for internal circulation and for service stations available for use.
Please note that healthcare services, such as medical consultations and dental care, have more restrictive characteristics and will be dealt with in detail in the service regulations for each sector.
2.2.6. Administrative spaces
Technical administrative activities should gradually return in accordance with Unicamp's Return Plan. Each Unit/Body must adapt its return plan for in-person activities, so that the occupation of administrative spaces respects the protocols established on occupancy rate and ventilation, detailed in Annexes II and III, respectively. A distance of 1,5m and the use of protective masks are mandatory.
2.2.7. Bathrooms and changing rooms
Unicamp's public bathrooms and changing rooms have heterogeneous characteristics: some are spacious and ventilated, others have insufficient spaces and are poorly ventilated.
Therefore, the recommendation is to treat them in specific ways, always paying attention to the basic principles that are: maintaining a minimum distance of 1,5m between users, mandatory use of a mask and having natural and generous ventilation. Bathrooms and changing rooms that do not have natural ventilation must be closed.
If the location has restricted natural ventilation and/or restricted circulation space, use must also be restricted to just one person at a time.
When the place has ample space and/or generous ventilation, it is recommended to use it carefully, always paying attention to the hygiene of surfaces before and after use, keeping the windows always open and remembering to lower the toilet lid before using it. flushing and wearing a mask while using the bathroom.
In the case of locker rooms for large teams, crowds of workers must be avoided at the entrance, exit and while using the locker room. To this end, the organization of the unit must adopt a procedure for monitoring the flow of access to the changing rooms and instruct workers to maintain a distance of 1,5m from each other during use, while wearing a mask. It is recommended to rotate entry and exit times for large teams.
The organization must also guide workers on the order in which they remove clothing and equipment, so that the last protective equipment to be removed is the mask.
A sink with water and liquid soap and a disposable towel or dispensers of suitable hand sanitizer, such as 70% alcohol gel, must be available at the entrance and exit of the changing rooms.
The frequency of cleaning bathrooms and changing rooms depends on the product that will be used and must be followed through a specific protocol.
3. Food on Campus
Given the complexity of the measures to be adopted, the protocol for the use of Unicamp's University Restaurants is being defined in a specific Working Group (GT 02).
The schedule for increasing service capacity by restaurants is being planned according to information provided by the Units/Agencies regarding the use of this service.
It is also recommended that, preferably, people who already usually eat their meals in University Restaurants, continue to do so in these spaces, as the service is released to the community, as the health protocol to be followed is rigorously planned, the places are spacious, with more adequate ventilation conditions.
With regard to the sale and consumption of food within the Unicamp Campuses, the University City Hall created instructions for the use of canteens, based on the same procedures as the Campinas City Hall. In this document, the information and instructions contained in the document produced by the Campus City Hall are used.
Currently, while teaching activities are suspended, canteens remain closed and street markets and street vendors have their activities suspended indefinitely.
3.1. Pantries and cafeterias
Cups must be used by only one person at a time. Internal cafeterias must operate with a maximum limit of 30% of capacity, always respecting the minimum distance of 1,5m and, if applicable, the demarcation or destruction of chairs that cannot be occupied. Furthermore, they must follow the protocol:
- Put on the mask as soon as you finish your meal. Remain without the mask for as little time as possible;
- Clean the table with liquid alcohol and disposable paper, before and after eating. This material must be made available by the unit and left on the table;
- Each person must bring their own utensils, sanitize them and not leave them in the pantry;
- Commonly used items must be temporarily stored and removed from use;
- Maintain the positioning of chairs in a zigzag pattern to respect the necessary distance of 1,5m.
If the unit identifies alternative spaces to be used for meals, they must strictly follow the hygiene and distancing regulations established in this protocol.
3.2. canteens
When the plan for the gradual return of in-person activities at the university begins, canteens may be reopened.
In this context, tables for on-site consumption are prohibited and in-person service must be through passwords with a 1,5m distance demarcation on the floor in the service queue.
If the permit holder is interested, he or she can still work with the delivery system as long as he or she always respects the use of a mask and hygiene of packages and packaging.
All employees of the establishment must use the PPE recommended by the WHO, which are: N95, surgical or fabric masks (changed every 2 hours or whenever damp), nitrile gloves, face shields/visors;
The canteen must provide alcohol gel dispensers for customers.
Before reopening the canteens, after the quarantine, the permit holder must pay attention to possible updates to standards and instructions that may have been published by bodies such as Health Surveillance/DEVISA and SETEC.
3.3. Fairs and street trading
Currently, in the context of the quarantine, fairs and street vendors are suspended and, according to instructions from specific work groups, they will remain so for an indefinite period, even when Unicamp begins the gradual resumption of activities.
4. Behavior
The pandemic will force us to temporarily change interactions in the workplace. Below are the social rules for when Unicamp begins the gradual return of activities.
4.1. Mandatory social rules
- Always wear a mask and use them correctly;
- Always maintain a minimum distance of 1,5m from people;
- When coughing or sneezing, move away from people and cover your face with your forearm;
- Use a disposable tissue to cover, then discard it and wash your hands
- Do not hug, shake hands or have close contact with co-workers;
- Restrict visitors to the workplace as much as possible.
- If contact with visitors is essential:
- Arrange the meeting outside the building, in an open space;
- Always wear a mask and use them correctly;
- Do not shake hands or have close contact;
- Always maintain a distance of 1,5 meters;
- When coughing or sneezing, move away from people and cover your face with your forearm; use a disposable tissue to cover, then discard it and wash your hands;
- Take all hygiene precautions when entering the building to return to your work station.
If you have to accompany a technical visit:
- Always wear a mask and use them correctly;
- Do not shake hands or have close contact;
- Always maintain a distance of 1,5 meters;
- When coughing or sneezing, move away from people and cover your face with your forearm; use a disposable tissue to cover, then discard it and wash your hands. Take all hygiene precautions when entering the building to return to your work station.
When the return to activities begins, the work routine will change. Meetings will be online, the pantry will be used by only one person at a time, sanitized hands and objects must be sanitized frequently, in short, big changes.
Below are suggestions to help with this adaptation:
- Always have a headset to use in online meetings in order not to disturb the people next to you and not share this very personal object with other people;
- Always have a bottle with 70% alcoholic preparation in your pocket, table or bag;
- Bring spare masks and always have a place to store dirty ones until you can wash them (only for cloth masks, surgical masks and PFF2 or n95 respirators are only recommended for healthcare professionals).
- Rethink the number of belongings you bring to work. Avoid large bags or backpacks, as they generally contain objects that are rarely used. Prefer sanitizeable objects.
4.2. drinking fountains
- Only use the jet for bottles and glasses.
- Stop the jet from entering the mouth.
- Post an educational poster about not touching objects to drinking fountain nozzles and about cleaning before and after use.
- Keep alcohol gel near the water fountain.
4.3. Lifts
The use of elevators must be restricted to People with Disabilities (PWD) and the transport of heavy materials. People not included in these groups are prohibited from accessing this equipment.
Elevators must be cleaned using quaternary ammonia or products with similar efficiency and are the responsibility of the unit.
You should avoid touching the interior walls of the elevator as much as possible.
4.4. Receiving and delivering materials
For materials related to the central warehouse, the requesting units must concentrate the order as much as possible, in order to unify deliveries for a given period and the warehouse must rotate teams according to delivery locations so that the same delivery person always takes materials in the same units.
Handling materials must be done with the use of alcohol gel on your hands and newly handled materials must be left on a separate shelf in quarantine for a period of five days.
Considering that each material has a different disinfection protocol for Covid-19, it is recommended to use a UV camera to disinfect materials when possible.
4.5. Environmental hygiene
The environments must always be sanitized before and after use. For use cases involving more than one class or team per day, the environment must be sanitized between uses.
According to Anvisa's Technical Note 22/2020, only chemical products regulated by Avisa or Ibama must be used, observing their expiration date and following the manufacturer's instructions, such as concentration, application method, contact time and the recommended dilution. Products should never be mixed.
For indoor environments, countertops, surfaces, equipment and internal parts of vehicles, it is recommended:
- Clean with liquid alcoholic preparation (ethanol or isopropanol 70%), with disposable paper towel, from cleanest to dirtiest, discarding the paper after use. Wash your hands before and after and use eye protection (goggles or face shields), as long as they do not make the activity impossible.
For external environments, it is recommended to use 70% alcohol gel for disinfection, but it is also possible to use products based on:
- Sodium hypochlorite, at 0,5% concentration;
- Ammonium quaternaries, such as benzalkonium chloride, at a concentration of 0,05%;
- Hydrogen peroxide, at a concentration of 0,5%;
- Liquid soap, as long as the residual time is respected.
- General purpose disinfectants with virucidal action.
5. Demands for compliance with this protocol
For the regulations set out in this protocol to be put into practice, graphic design and printing or purchase and forwarding to the units, according to individual demand, of the following materials is necessary:
- Isolation strips;
- Floor stickers;
- Signs indicating the direction of flow of pedestrians and cyclists;
- Maps indicating the direction of flow of pedestrians and cyclists;
- Collective open space reservation application (DAC system);

As already mentioned, Unicamp has many spaces without natural ventilation or that do not meet the minimum requirements of articles 44 and 45 of State Decree 12.342, of September 27, 1978.
For the period of the pandemic, the definition of whether or not an environment is released for use will be based on the analysis of this minimum ventilation.
Below, the scheme to define whether or not the environment can be used:
Once the room has a window, it can be used. However, if it does not meet the minimum requirement, it can only be used by one person at a time.

Calculation of the ventilation area is:
- ventilation of an opening
(0.34x0.87) =0,29 m²
- There are three openings for each window
3 x 0,29 =0,87 m²
In other words, each “pinotinho” window has a ventilation area of 0,87 m².
The ventilation area of a room in Pinotinho will be 0,87 m² x the number of windows in it.
Air-conditioned environments
Research indicates that the use of air-conditioned environments is not recommended, as suspended droplets dissipate quickly with the air flow from air conditioning equipment. Therefore, its use is prohibited.
For rooms that do not have windows and depend on air conditioning, alternative rooms must be sought for use. If there is no alternative for use (specific research), the use of the air-conditioned environment must be informed to the Technical Monitoring Committee and the unit must install an EPA filter and change it periodically, in addition to disinfecting the environment, as established in this protocol. Another alternative for using air-conditioned environments is the installation of UV air sterilizers in Split-type equipment.
Annex III - Occupancy rates
Below there are three tables to help define the occupancy of the space. Remembering that, to enter this calculation it must meet the minimum ventilation area as indicated in Annex I of this document.
When the environment does not fit into any of the uses in the first table, its capacity must be defined by the area.

Calculation of maximum capacity
In general rules, the express recommendation for the use of spaces is to maintain a distance of 1,5m between people. In this context, the only exception would be professionals who work directly with daycare and preschool children.
This calculation of people per room area was made by creating a circle with a radius of 75 cm where the individual is at the center of the circle. Capacity estimates were made considering that one circle can never intersect with another and that the spaces have furniture that can make circulation difficult, hence the unoccupied spaces.
Annex IV - Libraries
- Libraries must limit the number of people on library premises;
- Users and employees must wear masks and wash their hands whenever they are on library premises;
- Access to the collection will be restricted to library employees. It is recommended to consult the library catalogue, as well as other services and products, via the internet. Doubts can be clarified via chat, email, social networks, WhatsApp and telephone, reducing circulation time in libraries;
- Group study rooms will be temporarily disabled or adapted for individual study;
- The chairs and tables in the reading room must be rearranged so that people are not sitting close to each other, or a distance of 2m, or at least 1,5m, between tables;
- The use of computer laboratories must be suspended, in order to avoid crowding of people in a single space;
- Research bays must respect a distance of 2m, or at least 1,5m, between bays.
User support
- Libraries should prioritize support via chat, email, social media, WhatsApp and telephone. If in-person service is necessary, the user must follow the libraries' recommendations.
- Prioritization of access and use of information sources in electronic media, that is, e-books, electronic journals, among others;
- When caring for deaf users, where lip reading and/or speaking is necessary, it is recommended that employees and users use personal protective equipment;
- When caring for users who require tactile communication and/or a guide for mediation or locomotion, it is recommended to use face shields/face shields or acetate, disposable masks and aprons. At the end of the service, both must wash their hands and change their PPE.
Loans
- Loans may be made by appointment or in person, with: by appointment: a date and time will be established for the material to be picked up from the library; face-to-face service: to avoid crowds on library premises, user entry will be controlled;
- Loans to third parties will be permitted when the user is in a risk group, as long as authorization is sent in advance, via email, to the library that holds the copy. When making the loan, it will be necessary to present the student or functional identity card of the user at risk and a photo ID of the user responsible for the withdrawal.
- Temporary suspension of the Inter-Library Loan service, due to the restriction of access to institutions and the pouch service.
Local Material Consultation
Temporary suspension of local consultation of books, periodicals/magazines and newspapers. For extremely important consultations, the mandatory use of gloves and masks is recommended. We suggest prior consultation of the electronic resources available to the Unicamp community.
Trainings, Cultural Presentations and Exhibitions
- Temporary suspension of cultural presentations and exhibitions (offer virtual activities);
- Suspension of face-to-face training in libraries. The training will be done electronically (Google Meet, Grid View, Skype, etc.)
Return by
- Exclusively in 24-hour boxes or in boxes adapted for this purpose; This avoids close contact between the user and the attendant;
- Materials newly returned or handled by the user will be left in quarantine for a period of nine (9) days;
- Users in the process of completing courses or ending their relationship with Unicamp and who have borrowed materials must contact the Library and schedule the return of the materials or choose to return them to the 24-hour box.
Renovation
The Unicamp Library System will automatically renew materials during the period of suspension of in-person activities at the University.

Annex V - Proposal for Draft GR Ordinance
Ordinance GR- xx 3/2020, of xx/xx/2020
Rector: Marcelo Knobel
Designates a Working Group to implement and coordinate the implementation of the Tactical Urbanism Pilot Project - Complete Streets: vehicle circulation and flow of people at the University.
The Rector of the State University of Campinas, considering:
- the need to prepare the State University of Campinas for the return to face-to-face activities;
- the record of a high incidence of flow of people and crowds in UNICAMP environments
- that prevention through physical distancing has proven to be an effective measure in combating the pandemic;
- the need to encourage and guide the movement of people on campuses in conditions that comply with the basic public health protocol: physical distancing
- that the Tactical Urbanism proposal was presented at COPEI on 16/06/2020, the following Ordinance is issued:
Article 1 - The Working Group is created to plan the implementation of the Tactical Urbanism Pilot Project - Complete Streets: vehicle circulation and flow of people at the University, with the members listed below, under the coordination of the first:

Article 2 - The working group will have a period of xx months to complete the work.

Annex VI - Proposal for Draft Resolution GR – Rules and procedures for the use of common spaces during the COVID-19 pandemic
Resolution GR-0XX/2020, of XX/X/2020
Rector: Marcelo Knobel
Provides standards and procedures for the use of common spaces during the COVID-19 pandemic.
The Rector of the State University of Campinas, considering:
- the worsening of the health crisis caused by the coronavirus pandemic, declared on 12/03/2020 by the Director-General of the WHO;
- the preventive measures taken at Unicamp, in particular Resolutions GR no. 24/2020, 34/2020, 49/2020, 60/2020, 65/2020 and 72/2020;
- the indication that closed spaces, with little ventilation and little lighting, and where many people circulate, are conducive to the transmission of the virus;
- the guidance from the Ministry of Health that the use of facial protection masks for the general population constitutes an additional measure to social distancing, for preparation and response during the interval of epidemic acceleration (Epidemiological Bulletin of the Public Health Emergency Operations Center - COVID 19 nº 7);
- State Decree No. 64.959/2020, which provides for the general and mandatory use of facial protection masks in the context of the COVID-19 pandemic and provides related measures, issues the following resolution:
Article 1 - It is determined that it is mandatory to comply with the protocol established by Working Group nº 04 designated by Ordinance GR 42/2020, of 17/06/2020, for the use, coexistence and flow in common spaces, classrooms and laboratories, in planning the resumption of face-to-face activities at the University.
§ 1 It will be up to the Directors of Units/Organs to establish a local committee to analyze the form of implementation of the protocols, taking into account the specificities of each location, including evaluating the need for review/adaptation for the Gradual Return to Activities Plan Presentations delivered to the Rectory.
§ 2 The Units/Agencies must survey internal spaces that do not have ventilation or that do not meet the regulations established in this protocol. The proposal to use these spaces, whether for teaching, research and extension activities, or for administrative activities, must be forwarded for approval by a Technical Committee.
Article 2 - SVC will be responsible for monitoring compliance with general regulations in the use of public open spaces on campuses.
Article 3 - This resolution will be in force as long as the COVID-19 Pandemic continues.
Article 4 - This resolution will come into force on the date of publication.
