SAFETY AND HYGIENE IN UNICAMP LIVING SPACES

 

  1. INTRODUCTION

Ordinance GR nº 43//2020, amended by Ordinance GR nº. 63/2020, of 10/07/2020, designated a Working Group to create standards for safety and hygiene in Unicamp’s living spaces during the COVID-19 pandemic. (copy in Annex I)

Aiming to prepare the State University of Campinas for the return to face-to-face activities, this group will be responsible for: 

Define general regulations for security on campuses, waste disposal, flows of people, circulars and automobiles and control of living spaces

  1. GENERAL REGULATIONS FOR SECURITY ON CAMPS

Initially, it is worth informing that the security protocols adopted by the University, in the exercise of University Security, are in line with CimCamp, Municipal Guard, Military Police and Civil Police of Campinas, with whom it signed a cooperation agreement. We understand that specific university security protocols, as a result of the COVID-19 Pandemic, must be established in light of the protocols and guidelines of these Bodies, always with a focus on prevention.

It is also worth noting that SVC will enter into a cooperation agreement with the São Paulo Public Security Secretariat, in addition to allying with the Public Policy Studies Center group at UNICAMP, in order to strengthen and substantiate research and action partnerships.

From a Security point of view, since the beginning of the period of suspension of face-to-face activities at Universities on 12/03/2020, as a result of the COVID-19 pandemic, declared on 11/03/2020 by the director-general of the World Health Organization (WHO), some general measures were taken by SVC, aiming to prevent community contagion of the coronavirus, in addition to generating demands for preventive measures to preserve Heritage, given the increased risks, given the low circulation of people on the Campuses.

The actions adopted by Unicamp in security management also accompany discussions in the property security sector, through participation in debates promoted by SEVESP, ABESE, ABSEG, AVANTIA, GETS-Brasil (USP), Cidadão SSP, CT Security, with particular emphasis on for the permanent webinars on the Segurança em Pauta channel.

The protocols established by the Working Groups aim to safely plan for the resumption of in-person activities at Unicamp. Failure to comply with these compromises the effectiveness of all planning, in addition to putting at risk not only the health of the University community, but can also contribute to the worsening of public health in general, given the diversity of the population that frequents the Unicamp Campuses if We think about the places of residence, travel, interactions and coexistence of the entire community outside the Unicamp context.

The proposal to establish general regulations for the Security of the University, during the Pandemic period, whether for the period in which only essential activities are carried out in person, or also for planning the gradual return of other activities of the University, including return of classes, must include multidisciplinary aspects and care.

The very constitution of the Working Group reflects the need for integration of actions between the different areas. We understand, therefore, that security actions must, in some way, be planned/thought out in light of other areas, for example:

  • Health Protocols
  • Protocols for people flow
  • Transport Protocols
  • Protocols for vehicle circulation
  • Integrated Master Plan Guidelines
  • Security guidelines from the Office of Campus Living

For adequate planning of security actions, especially in this Pandemic context, constant and agile interaction between SVC and the areas responsible for services provided to the community, such as the Hospital Area, Campus City Hall areas, Communication, Management Integrated Planning Executive, as well as with the Units/Agencies

In view of the measures already implemented by SVC and learning from monitoring occurrences, we present a summary of the actions and a proposal for complementation for planning for the coming periods.

The Campus Experience Secretariat (SVC) is responsible for recording and monitoring occurrence data, to assess the need for changes in the measures adopted for security, from a general perspective in light of the policies implemented by other security authorities, as per already mentioned initially.

However, it is up to the Administration to assess the possibility of applying possible sanctions to students, teachers, employees and service providers, when the established protocols are not complied with.

2.1. Provide general guidance and communications about COVID-19 

  • For the SVC internal audience
  • For contracted companies (Surveillance, Concierge, Monitoring)
  • For Community
  • Demand the installation of banners and banners recommending distancing and preventative care.
  • Demarcation for queue guidance to maintain physical distancing

The Working Groups GT 07 and GT 09 will be standardizing educational and informative materials for students, teachers, employees and service providers, based on the technical content made available by the other GTs.

2.2. Protocol for recording occurrences related to COVID19 prevention measures:

  • Guidance from an organic and contracted team to carry out rounds, and guide people regarding the need for social distancing (as of 25/03/2020) and use of masks (as of 25/05/2020), as a systematic record of information.
  • Construction of indicators, based on the creation of 2 specific categories of occurrences (COVID-19 - Crowds and COVID-19 – Masks) that allowed the monitoring of crowds occurring on the Campus, guidance for people regarding the use of masks, as well as guidance on security measures. 
  • Monitoring absences of professionals from the organic team, to assess the possibility of compromising safety and the need for other preventive measures
  • Construction of a Control Map and dashboard on the occurrences of Agglomerations (Annex II), in partnership with the Executive Directorate of Integrated Planning (DEPI)
  • Inclusion of occurrences in charters and cafeterias
  • Generation and dissemination of statistics allowed the monitoring of agglomerations occurring on the Campus, guidance for people regarding the use of masks, as well as guidance on safety measures
  • Proposal for a draft GR Resolution regarding the mandatory use of masks. (Annex III 
  • Proposal for a draft GR Resolution regarding the obligation of Physical Distancing. (Annex IV) 

 

2.3. Traffic restrictions and access control at the main entrances to the Barão Geraldo Campus

  • Access to the Campus by vehicle during the week (after 17 pm) and on weekends (24 hours), only with identification and work justification
  • Closure of roads to channel the flow of vehicles and facilitate security control
  • Prohibition of access to places where crowds persist 

2.4. Update information for Security:

  • Access to Service Orders on coronavirus transmission prevention procedures are being registered and accessed by the company through a system. The company's Supervisors consult the list daily to create a checklist of the services that need to be performed during the shift and the precautions that need to be taken and observed.
  • SVC security agents also follow a Checklist for inspecting workstations, including the observation of whether the professional uses a mask and whether alcohol gel is available at the workstation.

Note: These checklists need to be updated according to protocols in other technical areas, regarding measures to prevent the transmission of coronavirus.

2.4. Reinforcement of security personnel to:

  • Ensure supervision and guidance regarding compliance with safety protocols to be followed by the entire community, especially in collective open spaces, service areas, bus stops;
  • Ensure supervision of the services of the contracted company, ensuring the safety and guidance of the community;
  • Strengthen security for property and people.
  1. Program gradual return of Security Agents and Security Guards removed due to belonging to the risk group

Basement

  • § 2 of Art.5 of Resolution GR nº 24/2020:

“Pregnant women, people over 60 years of age and people with Diabetes Mellitus, chronic heart and respiratory diseases or diseases that reduce immunity, duly proven by a medical certificate, are exempt from attending work, without prejudice to teleworking if possible.

§ 2 - Nas areas considered essential in accordance with Article 3, the dismissal will be decided by the director of the body, considering the need to ensure the carrying out of activities” (emphasis added)

Contact Directors of Units/Agencies, who have Security Agents on their staff, to return to face-to-face activities, so that, during the Pandemic period, they can carry out the work in partnership and under the coordination of SVC, in an integrated way to meet security of the Unit, but also collaborate with other security demands of the University.

Contact was made with IMECC and FEA, whose feedback was extremely positive. SVC formalized the request through a memorandum.

  1. Agents who return to in-person activities must follow all return protocols defined by the University, including mandatory training.
  2. Agents will be distributed into teams and schedules will be set up so that people from different teams do not meet in person

2.5. Plan training actions that encourage compliance with safety protocols, participation in which must be mandatory

2.5.1. Training surveillance professionals to approach people

  • Provide SVC and Strategy professionals with new guidance on measures to be taken in view of the progressive return of activities and flow of people on the Campus. The guidelines are passed on to the company's Supervisors, and recorded in a Service Order, in addition to periodic radio messages to be transmitted by the SVC Command Post.
  • Define an operational approach protocol for recording incidents in which security guards and doormen come across people without wearing masks, for monitoring by SVC.

2.5.2. Presentation of the Plan for resuming in-person activities of the Units/Bodies to prepare SVC and Unitransp professionals.

2.5.3. Preventive care to prevent community transmission: everyone, including third parties

2.5.4. Training for the community on protocols related to:

  • Garbage disposal
  • flow of people
  • use of transport (circular and chartered)
  • use of cafeterias
  • use of common spaces
  • service areas

2.5.5. Training for the security team to monitor protocols related to:

  • Garbage disposal
  • flow of people
  • use of transport (circular and chartered) in queues
  • use of cafeterias
  • use of common spaces
  • service areas (queues, use of epi, distancing)

 

2.5.6. Training for employees of contracted companies:

  • flow of people
  • use of transport queues)
  • use of cafeterias

 

2.7. Use of SVC vehicles

  • Prepare work planning so that vehicles are always used by the same teams.
  • Carry out internal cleaning of vehicles before use.

 

2.5.7. Training for employees of Building Cleaning, Selective Collection and Urban Cleaning companies:

  • Waste disposal

  1. REGULATIONS FOR WASTE DISPOSAL

The guidelines regarding waste disposal must be followed throughout Unicamp.

The specificities of each campus must be aligned with the general procedures presented here.

Since the beginning of the pandemic, several technical notes have been issued by institutions in the country regarding the environmentally appropriate management and final disposal of urban solid waste generated by the population, with an emphasis on the precautions to be taken to contain the spread of Corona-Sars-2 . Among these technical notes, we highlight:

 

The technical guidelines regarding urban solid waste proposed for Unicamp were prepared based on the guidelines defined in the operational manual of the Observatory of Inclusive and Solidarity Recycling (ORIS) as it is the most current document that addresses the issue, in addition to the manual prepared by the Fluxus Laboratory for the specific case of Student Housing.

 

3.1. Recommendation for using fabric masks

Considering the established protocol for changing masks every 4 hours, it is estimated that there will be a need to provide 3 masks per day for each employee and teacher.

All fabric masks must have at least a double layer, the inner layer being made of TNT (non-woven fabric).

The adoption of fabric masks will result in resource savings when compared to the purchase of disposable masks in significant numbers, in addition to less waste generation.

Carry out this recommendation to GT 01, as well as present the idea of ​​studying the feasibility of hiring a seamstress cooperative to make masks for Unicamp, or some social action project for this purpose.

 

3.2. Waste classification

Considering that the procedures to be adopted are different, depending on the type of waste, the following concepts follow: 

  1. Recyclable waste: paper, plastic, glass, metal, wood and special waste (mercury vapor lamps, batteries, cartridges and toners) - must follow the quarantine protocol, as well as the regulations already defined by the Environment Division of the City Hall of the Campus (https://www.prefeitura.unicamp.br/legislacao/Instrucao_Prefeitura_002_20160817.pdf).
  2. The use of products that generate waste must be restricted and their minimum use controlled. 
  3. Common waste: food scraps, paper towels, greasy paper or paper with food leftovers; 
  4. Hazardous waste (generated in the healthcare sector or by a person suspected/contaminated with Covid-19, in the case of Student Housing): tissue paper, gloves, bathroom waste, paper towels.

3.3. Waste identification:

It will be necessary to identify the waste generated by Unicamp, in color code, as follows: 

  • White: infectious residue
  • Black: common residue
  • Blue: recyclable waste
  • Red or other color: quarantined residue

3.4. Waste quarantine/disinfection (Integrated Protection System):

  • The disinfection of materials and the safety of workers is guaranteed by the set of practices adopted during separation, selective collection, transportation, sorting and storage of materials throughout the process. “No isolated action is effective, but rather the redundancy created by the superposition of several barriers organized in an integrated system” (ORIS Operational Manual).
  • Quarantine/disinfection of waste is applicable to recyclable waste and hazardous waste from the House (in the latter case, to make it common waste, by eliminating the virus).
  • The most conservative recommendation, in favor of safety, is a 07 (seven) day quarantine, a period that best suits the collection and organization systems of teams in cooperatives.
  • Areas must be defined at the University for the quarantine of recyclables. 

Scenario options for the Barão Geraldo Campus: 

  • Scene 1: 
  • Quarantine A - Environmental Division warehouse that already stores recyclables collected on campus.
  • Quarantine B - in the health sector.
  • Scenario 2: if there is a need to expand Quarantine areas A and B.
  • Quarantine C - parking area near the FEC, in the Scientific Center, where the flow of people is low.
  • Quarantine D - Argentine Farm.
  • In these spaces, 7 areas must be created, with canvas attached to the floor. The tarpaulin will be used to cover recyclables during the quarantine period and the place must be sanitized each time waste is sent, with buckets, hose and hypochlorite solution (or soap), with all the necessary PPE. The use of a backpack pump is recommended. 
  • Access to the Quarantine area must be restricted. Inspection must be carried out by SVC.
  • The current contract is not sized to meet the demand for collection and transportation of all recyclable material generated in HC and CAISM

NOTE: Given the need to carry out preliminary surveys, decisions on quarantine locations, and also, definition on the treatment of recyclable waste generated in the health sector, we prepared a draft Ordinance to designate a specific Working Group for this purpose (Annex V)

3.5. Procedures for common waste:

  • Separate and deposit common waste in a waterproof plastic bag, made of material resistant to breakage and leaks.
  • Pack common waste using a maximum of 2/3 of the capacity of the plastic bag, which must be closed with a firm knot to ensure waste containment.
  • Plastic bags must be sent for common collection.

3.6. Procedures for COVID Housing waste:

  • Guide residents to: 
  • Waste from people with a positive or suspected diagnosis must not be mixed with waste from other residents.
  • Dispose of tissue paper, leftover food, food packaging, cotton, cotton swabs, etc., in a plastic bag
  • Place the bag inside another bag and close tightly
  • Place the identified bag outside the residence.
  • A representative from the SOS COVID Moradia Commission will collect the waste, place it in a plastic bag and be responsible for labeling the material identifying it as “CONTAMINATED XX/XX/XXX” and taking it to the quarantine area.
  • The smaller bay, which exists in the masonry shelter, will be used to quarantine hazardous waste. The place will be locked with a padlock.
  • The person responsible for collecting the material and taking it to the quarantine area must wash their hands properly after handling the waste. 
  • A minimum quarantine of 07 (seven) days must be guaranteed for COVID waste generated by residents.
  • A Housing employee will be responsible for depositing the materials in the curbside containers after a period of 7 days from the date of collection of the material.

NOTE: Evaluate the possibility of providing a totem with alcohol gel in the quarantine area, for hand hygiene. 

Analyze the feasibility of using colored bags (or bags with identification) to facilitate selectivity.

3.7. Procedures for recyclable waste from the House:

  • Recyclable waste must be stored for a period of 07 days. 
  • Only one container will be available for depositing recyclable waste. The waste will be taken to the quarantine area.
  • The four largest bays, located in the masonry shelter, will be used to store quarantined waste. Each bay will be closed with a padlock and will remain locked for 7 days (this period will be reevaluated periodically), when the collected waste will be transported to the containers at the curb. 

NOTE: Evaluate the possibility of providing a totem with alcohol gel in the quarantine area, for hand hygiene.

 

3.8. Demands for GT 1 (acquisitions, hiring):

  • Contracts
  • Increased cleaning frequency of areas outside the HC, CAISM. Currently, parking lot cleaning is carried out once a week and ideally it should be done daily. 
  • Supplies - Acquisition
  • Hypochlorite
  •  EPIS (non-sterile disposable gloves, PFF2 mask, face shield 
  • Backpack pump to clean the Unicamp quarantine area:
  • Blue plastic bags for disposing of recyclable waste in the Units 
  • Black plastic bags for the House to dispose of hazardous waste (double bag disposal)
  • Tarps for the quarantine area

 

3.9. Demands for GT 7 – training - mandatory:

  • application of hypochlorite to recyclables (to be analyzed)
  • building cleaning team training 
  • sweeping team training 
  • Unicamp internal selective collection team training.
  • Create a training protocol with formal acceptance of agreement from each trained employee

 

  1. REGULATIONS FOR FLOWS OF PEOPLE

The regulations for the flow of people in Unicamp spaces are defined in the protocol prepared by GT 04.

To prepare the protocol, GT 04 considered the flow of people in open collective spaces, closed teaching and research spaces, libraries, teaching laboratories, pantries and internal coffee areas, internal cafeterias of units and canteens on all campuses. 

Regarding the flow of people, it is up to Working Group 05 to establish security and support protocols, in particular monitoring compliance with the regulations established by GT 4 for the movement of people through the open and common spaces of the University.

It was proposed in GT 04 to implement the proposal “Tactical Urbanism for Unicamp Post Pandemic - complete streets and collective open spaces”, prepared by the Master Plan/DEPI, already presented to COPEI on 16/06/2020. This proposal includes an initial testing phase in the Basic Cycle region of the Zeferino Vaz Campus and a Student Housing region.

4.1. Access Restriction

SVC will be monitoring the movement and registration of gatherings, according to Units/Organs Return Plans and gradual return to in-person activities to adapt access restrictions.

If the need for access restrictions is identified on other University campuses, SVC must be informed for action with the Ordinance and/or Surveillance.

4.1.2. Barão Geraldo Campus:

Due to the recurrence of crowds of people in the region of the Technological Park, Praça da Paz and Balão in the region of Portaria 06, access to these places will remain restricted while the Pandemic continues. 

The use of Praça da Paz will be regulated by GT04, and supervised by SVC.

4.1.3. FOP

Access to the FOP was suggested by two different ordinances and by category

  • Main Entrance: FOP students, researchers and employees
  • Patient Parking Ordinance: For Patients

 

 

  1. REGULATIONS FOR CIRCULARS AND CHARTERERS

Public transport is one of the main spreaders of Covid-19. The environment conducive to crowds; surfaces of contact and collective support; and the degree of ventilation in vehicles may represent a greater or lesser risk of contagion. Given this, since the beginning of the pandemic, the University has been adopting important measures to reduce the possibility of the spread of this virus.

Since the beginning of the suspension of face-to-face activities, there has been no stoppage of chartered transport for employees, offering the possibility of safer travel for employees in essential areas, avoiding their exposure to municipal and/or inter-municipal public transport, which is constant subject to complaints about overcrowding.

At bus stops in the health sector, which are the ones with the greatest movement of people at the moment, pavement demarcation was carried out, to ensure a distance of 1,5m per person in the boarding queue. Information (banners) were also posted that highlight the importance of social distancing, including inside buses.

On the Line that serves students residing in Student Housing, in addition to signage at points on the Campus and at the Housing entrance (images in Annex VI), gel alcohol is also being offered in vehicles and trips have been adapted to prioritize student meal times.

In line with State Decree No. 64.956/2020 and Municipal Decree No. 20.854/2020, the University published Resolution GR-059/2020, which requires the use of masks in its transport service.

In view of complaints registered by users and SVC incidents, we suggest supplementing the aforementioned resolution, as per the draft proposal that follows in Annex VII.

5.1 - Safety and hygiene inside vehicles (Employee charter, Housing Line, InterCamp Line and Internal Circular):

5.1.1. Mandatory use of facial protection masks by drivers and users of transport services (Resolution GR-059/2020);

  • Strengthen the dissemination of this regulation, with the support of GT 9 - Communication, in digital media, bus stops and inside vehicles;
  • Carry out campaigns to encourage and hold users accountable to support supervision regarding the mandatory use of masks throughout the journey;
  • Drivers' facial protection masks must be provided by their employer (contracted company); obeying the same criteria/quality/standards as UNICAMP.
  • If the user is not using this protection, the driver will not allow them to board, as provided for in the sole paragraph of Resolution GR;
  • If the user removes this protection during the journey, the driver and/or the Unitransp inspector will approach him and advise him on the mandatory use. If the problem persists, the driver and/or Unitransp inspector will record the personal data and forward it to the responsible HR (employees) or SAE (students) so that guidance can be provided to the user. The SVC must be informed to record the incident in the system, as well as for security support, if necessary; 

 

 

5.1.2. Maximum occupancy of 50% of available vehicle seats;

  • Unitransp and SAR will ask companies to implement a system of alternating seats, between aisle and window, which will be demarcated by the seat head cover, which keeps one user on one side of the row of seats;
  • Compliance with this demarcation will be monitored by Unitransp, through sampling;
  • Employee return plans must be presented to City Hall/Unitransp and SAR at least 20 (twenty) days in advance, so that the appropriate number and type of vehicles can be provided for user demand;
  • Based on the history of demand and return plans, the City Hall/Unitransp and SAR will evaluate the need for contractual amendments and/or new contracts for transport services, as alternative proposals as well as the impacts of not carrying them out;
  • The registered employee will only be guaranteed a place on the transport that serves his/her home address, during his/her working hours, as provided for in City Hall Normative Instruction No. 02/2011;
  • Departments, whenever possible, should rotate meal times between employees who use internal circular transport to travel around the Campus;
  • It is important that the groups are always the same, with no changes in schedules as a way of minimizing the risk of cross-contamination. 
  • The PME - Student Housing Program must present to the City Hall/Unitransp, at least 15 (fifteen) days in advance, the number of students who will use the transport and the times of use, so that the appropriate number of trips can be arranged for user demand;
  • At meal times, even during the pandemic period, with restricted activities, the PME must establish a rotation system between students, so that there is no crowding of people in queues and crowding of vehicles. 
  • Fixed groups must be defined for the schedules, in order to minimize the risk of cross-contamination.
  • If new hiring is necessary, this will be duly justified for presentation to the GT 10, which will analyze and forward it to the GT 01, if applicable;

5.1.3. Vehicle hygiene before and after each trip:

  • On handholds, handrails and other surfaces where there is constant contact between the hands of passengers and the driver, as recommended by the National Land Transport Agency (ANTT)¹;
  • These are the types of surfaces that offer the greatest possibility of spreading Covid-19;
  • It will be mandatory for companies to provide 70% alcohol gel for all drivers to use during working hours, as recommended by the National Land Transport Agency (ANTT)¹;
  • Request formalization to the Contracts Division;

 

5.1.4. Instruct passengers that it is prohibited to consume food and liquids inside the bus;

  • This action will be publicized through posters at points and inside vehicles;

5.1.5. Keeping windows open while traveling:

  • During the pandemic, transport companies must avoid the use of vehicles with sealed windows, which make opening and adequate air circulation impossible, increasing the risk of Covid-19 transmission;
  • In conventional vehicles, without air conditioning, the driver must open all vehicle windows before the start of each trip, whenever possible, for greater air circulation; 
  • Unitransp will be responsible for monitoring this measure;
  • Vehicles with air conditioning must have an adequate air filter to reduce the risk of transmitting Covid-19; (HEPA filter and renewable air required)
  • A request for the aforementioned adaptations and information about the possibility of concession, exceptionally during the pandemic, upon authorization from Unitransp or SAR, for the use of vehicles aged between 9 and 15 years old, which offer greater suitability for the circulation of vehicles, will be forwarded to the Contracts Division. air;

5.1.6. - Internal Circular:

  • Boarding and disembarking must only occur through the rear and middle door (if applicable) of the vehicle:
  • Unitransp will isolate the front door of the vehicle, increasing distance from the driver; 
  • A proposal will be drawn up to create stickers with instructions for users, to be attached to the interior of vehicles. Specifications and content will be presented to the GT 10;
  • Provision of alcohol gel on vehicle doors;
  • Considering the restricted route to the Campus, support for alcohol and content must be purchased by the University;
  • Demarcation of the floor of vehicles, with stickers, to distance passengers transported standing up
  • A distance limit of two people per square meter will be adopted. 

 

5.1.7. Student Housing Line:

  • Provision of alcohol gel on vehicle doors;
  • Considering the restricted use of vehicles for this line, support for alcohol and contents must be purchased by the University;

 

 

5.2 – Safety and hygiene measures in public transport spaces and for employees of this activity:

5.2.1. Monitor the maintenance of social distancing and the use of masks at boarding points:

  • Bus stops, whenever possible, should be marked horizontally, by City Hall/Div. Maintenance, with 1,5m demarcation on the ground;
  • The benches at these points will be isolated, alternately, in order to increase distancing;
  • SVC will set up banners/banners highlighting the importance of distancing and wearing masks;
  • Unitransp and SVC will guide users at bus stops;
  • Bus stops must be sanitized by a specialized company, according to usage demand and at a frequency recommended by accredited companies.
  • Bus stops with the greatest crowding of people - evaluate the possibility of redistribution, namely:
  • Av. Érico Veríssimo (University Restaurant), side of FEF and FUNCAMP (03 points)
  • Av. Bertrand Russell (Institute of Chemistry, Faculty of Education and IEL) (03 points)
  • Rua Monteiro Lobato (FEA and CRECHE) (01 point)
  • Rua João Pandiá Calógeras (01 point)
  • Av. Magalhães Teixeira Escola Sérgio Porto (02 points)
  • Av. Adolfo Lutz CAISM (02 points)
  • Av. Vital Brasil HC -Bus stops (04 stops)
  • Rua Osvaldo Cruz -F1 and Santander- (02 points).
  • Strengthen support for monitoring the flow of people at peak times. (Guide Units/Agencies to organize schedules to avoid peaks in entry, exit and meal times.)

5.2.2. Training for drivers and transport inspectors (GT 7 – Training) on the means of transmission and the measures necessary to reduce the spread of the Coronavirus, in order to avoid transmission and contagion by the virus;

5.2.3. Inclusion of drivers from the Housing and Internal Circular lines to provide healthcare services linked to Covid-19 at CECOM;

  • Drivers who present symptoms such as fever, cough and/or difficulty breathing must be removed from duty immediately;

5.3. Reduction in the issuance and exchange of paper documents between drivers and inspection, prioritizing digital resources, increasing social distancing;

  • Documents exchanged between the contracted company and the contracting party (Unitransp and SAR) must be sent by e-mail or posted in its own system (under development by CCUEC);

 

5.4. Reinforce the importance of identifying users who use transport (with the support of GT 9 - Communication);

  • The presentation of identification to the driver and/or inspector is provided for in Art.3 of City Council Instruction No. 01/2011;
  • If the user does not present a document, the inspector may require the user to disembark, as provided for in Art.4 of City Hall Instruction No. 01/2011;
  • Strengthen the dissemination of this regulation, as well as its importance for identifying the public who uses transport, with the support of the GT 9 - Communication, in digital media, bus stops and inside vehicles;

 

5.5. Establish a systematic frequency of contact with municipal and intermunicipal transport bodies, to assess the need for replanning line routes based on user demands as well as the need for road closures;

  • SVC will define the roads and their closure times and communicate to Unitransp, which will analyze the impacts on chartered and urban transport, suggesting necessary route changes to EMDEC – Empresa Municipal de Desenvolvimento de Campinas and EMTU – Empresa Metropolitana de Transportes Urbanos;
  1. REGULATIONS FOR CAR CIRCULATION

6.1. Maintenance of traffic restrictions and access to entrances

To be monitored daily by SVC due to the occurrence of crowds and/or traffic jams at the entrance of vehicles at the entrances.

Ordinance 01:

Restricted access for entry only with identification, from 15:00 pm – weekdays

Restricted access for entry only with identification, all day – Saturday, Sundays and holidays

Ordinance 02:

Restricted access for entry only with identification, from 17:00 pm – weekdays (initially it was closed at 15:XNUMX pm. But when monitoring the records, traffic jams were observed at the site. Analyzing the access control records, it was found that there was a greater number of vehicles heading to the Post Office. Hence the change in timetable.

6.2. Post-Pandemic Tactical Urbanism:

This protocol establishes a test phase for implementing the concept of complete streets through tactical urban planning actions, in order to restrict the circulation of private vehicles on some streets on the Zeferino Vaz campus and Student Housing. This intervention reduces the traffic of private motor vehicles in regions that have greater demand for pedestrians and cyclists. Furthermore, it concentrates vehicles in parking areas, which improves property security. 

On the Zeferino Vaz campus, only official vehicles, service vehicles from authorized dealers and vehicles for people with disabilities can access the streets Sérgio Buarque de Holanda, Carlos Gomes, Cláudio Ábramo, Lev Landau and Carl Von Linaeus. Parking private vehicles along these roads is prohibited.

In Student Housing, private vehicles can enter for loading, unloading, boarding and disembarking people and traffic and parking are free for official vehicles, service vehicles from authorized dealerships and vehicles for people with disabilities. Private vehicles must be parked in internal or external parking spaces in order to free up parking lanes along Ubaldo Marques and Paulo Freire streets for the movement of pedestrians and cyclists.

 

  1. REGULATIONS FOR CONTROL OF LIVING SPACES

Open spaces

Regarding the control of living spaces, it is up to Working Group 05 to establish security protocols and support, in particular supervision for compliance with the regulations established by GT 4 for the use of the University's collective open spaces.

Aiming to prevent the transmission of the coronavirus, GT 04 presents as a recommendation the use of open spaces as alternatives to classrooms, when possible. 

When the open spaces belong to the units themselves, each Unit/Organ must identify viable spaces and inform the DAC, as it will be necessary for the Campus Experience Secretariat (SVC) to be aware of all scheduling of activities to be carried out in the open spaces, for proper supervision.

The use of Unicamp's collective open spaces will be restricted to teaching and research activities of an essentially practical nature. The use of Praça da Paz and Praça do Básico will be regulated by GT04 and supervised by SVC.

Due to the recurrence of crowds of people in the region of the Technological Park, Praça da Paz and Balão in the region of Portaria 06, access to these places will remain restricted while the Pandemic continues. 

The use of Praça da Paz and Praça do Básico will be regulated by GT04, and supervised by SVC.

Supervision of the use of Unicamp's collective open spaces will be the responsibility of SVC.

The Rector of the State University of Campinas, considering:

 

- the worsening of the health crisis caused by the coronavirus pandemic, declared on 12/03/2020 by the Director-General of the WHO; 

 

- the preventive measures taken at Unicamp, in particular Resolutions GR no. 24/2020, 34/2020, 49/2020, 60/2020, 65/2020 and 72/2020.

 

- the record of a high incidence of flow of people without wearing a mask in UNICAMP environments 

 

- the guidance from the Ministry of Health that the use of facial protection masks for the general population constitutes an additional measure to social distancing, for preparation and response during the interval of epidemic acceleration (Epidemiological Bulletin of the Public Health Emergency Operations Center - COVID 19 nº 7); 

 

- State Decree No. 64.959/2020, which provides for the general and mandatory use of facial protection masks in the context of the COVID-19 pandemic and provides related measures, issues the following resolution: 

 

Article 1 - The use of facial protection masks, preferably for non-professional and reusable use, is determined in all spaces on the UNICAMP Campuses, while the quarantine measure continues within the scope of the State of São Paulo and during the validity of the preventive measures adopted by the University to slow the rate of contamination of COVID-19.

 

§ 1 It will be up to the Directors of Units/Agencies to adopt the necessary measures to prevent the entry and stay of people who are not wearing a facial protection mask inside the Units/Agencies, with support from the Secretariat for Campus Experience (SVC).

 

§ 2º It will be up to the Campus Experience Secretariat (SVC) to monitor the use of masks in open spaces at Unicamp and provide guidance on the impossibility of people staying who are not wearing a facial protection mask.

 

Article 2 - The SVC may, upon normative instruction, issue additional rules aiming to comply with the provisions of this resolution.

 

Article 3 - This resolution will be in force as long as the WHO recommendation for the use of a mask as a preventive measure against the transmission of the Coronavirus continues.

 

Article 4 - This resolution will come into force on the date of publication.

Provides for the need to maintain physical distancing in open spaces at UNICAMP.

 

The Rector of the State University of Campinas, considering:

 

- the worsening of the health crisis caused by the coronavirus pandemic, declared on 12/03/2020 by the Director-General of the WHO; 

 

- the preventive measures taken at Unicamp, in particular Resolutions GR no. 24/2020, 34/2020, 49/2020, 60/2020, 65/2020 and 72/2020;

 

- the record of a high incidence of flow of people and crowds in UNICAMP environments 

 

- That prevention through removal has proven to be an effective measure in combating the pandemic;

 

- the State Decree  65.032, of 27/6/2020, which extended the quarantine measure referred to in Decree No. 64.881, of March 22, 2020, until July 14, , downloads the following resolution: 

 

Article 1 - Gatherings of people are prohibited in all open public spaces at Unicamp, as long as the quarantine measure continues within the State of São Paulo and during the validity of the preventive measures adopted by the University to slow the pace of COVID-19 contamination. XNUMX.

 

§ 1 In exceptional cases of using open spaces to carry out teaching and research activities, of an essentially practical nature, a minimum physical distance of one and a half meters between people must be respected.

Article 1 - Article 1 of Resolution GR nº 59/2020 comes into force with the following wording:

Article 1 - It is determined that the use of facial protection masks by drivers and users of Chartered, Internal Circular, Intercamp and UNICAMP Student Housing transport services, throughout the entire journey, at bus stops, terminal posts and places of waiting for drivers, while the quarantine measure continues within the State of São Paulo and during the validity of the preventive measures adopted by the University to slow the rate of contamination of COVID-19.
