According to the coordinator of the Brazil/China Study Group at the Center for Advanced Studies at Unicamp, Leila da Costa Ferreira, throughout its history, China considered nature as a limiting factor to be dominated or overcome, instead of being something to be accepted and preserved and, although already in the 80s the central government of country created environmental laws of great theoretical effectiveness, this culture of observing the environment as democratic remained present at environmental levels, causing the practical effectiveness of these environmental protection rules to be undermined.
