With the aim of providing debate and the exchange of experience in relation to land issues in Brazil and around the world, the Land Governance Group of the Unicamp Institute of Economics brings together experts, public and private agents and civil society for the III International Seminar on Land Governance and Economic Development: Land Regularization. The event will be held on the 7th, 8th and 9th of June 2017, at IE (Rua Pitágoras, nº 353, Cidade Universitária, Campinas – SP). The book will be launched at the opening of the Seminar. Land Governance: Solution to the Brazilian land problemo, organized by Bastiaan P. Reydon, Vitor B. Fernandes and Ana Paula Bueno and the Distance Learning Course on Land Governance in Brazil.
Participants interested in presenting articles at the Seminar must submit abstracts by May 5, 2017, with a deadline for acceptance by May 12 and final article + presentation by May 31.
Land ownership and use
Among the main issues under debate are the dilemmas regarding land ownership and use and the more comprehensive conception of economic development, focusing on the topic of land regularization, will have six tables to promote debate and exchange of experiences on: Governance of land in Brazil; the problem of selling land to foreigners; public lands; MP 759/2016 and land regularization; urban land regularization and SINTER and registration and registration, in addition to four to six workshops with invited experts.
Land governance in Brazil
In a broad context, good territorial management and the improvement of the institutional architecture related to land - in line with the idea of good land governance - are considered to be a necessary, but not sufficient, condition for national economic development.
It is rare to find studies focused on this interconnection and its effects in the literature. Therefore, based on research by the IE/Unicamp Land Governance Group, the proposal is for the Seminar to present the results of the Cooperation Agreement carried out between Unicamp/Incra/FAO, based on the FAO Voluntary Guidelines.
For three years, studies were carried out on the situation of land governance in Brazil, diagnoses were presented - and the situation of cadastres and records - as well as solutions were proposed to overcome the weakness of the issue.
Sale of land to foreigners
The problem of selling land to foreigners in Brazil has been debated and regulated in an anomalous way through AGU opinions and by former Law No. 5.709/71. However, recently the Minister of Agriculture proposed a bill that will completely change the current rules.
Considering that land governance is weak in the country, it is necessary to debate the issues that permeate the new proposed rules for the sale of land to foreigners, as well as the problems that may arise and the possible advantages.
Public lands
The issue of public lands is crucial for the country to improve land governance. It is considered that a nation needs to know its territory to be able to manage it and create efficient public policies to promote economic development.
However, the management of public lands in Brazil is carried out by several bodies that do not talk to each other and do not share information. Another point that is unfavorable to good governance is the fact that there are still vacant lands, both federal and state. These lands are public and, once unknown, they become the target of possession by individuals through land grabbing. Unicamp's Land Governance Group will present a proposed solution.
Land regularization
The Seminar will also debate the Provisional Measure issued by the government at the end of 2016, which modifies the current legislation regarding land regularization, both rural and urban. MP 759/2016 is being processed in the Senate and the Federal Chamber of Deputies, having been subject to more than 700 amendments. What is being proposed at the Seminar is a common and satisfactory adjustment to the community.
Urban Land Regularization
The issue of conflicts over urban land and legal insecurity disproportionately affects the low-income population and generates obstacles and high costs for city halls in large cities. It is necessary to debate the impacts of the MP on the urban part, presenting the different interpretations by experts from the different segments affected by it in search of a common and satisfactory adjustment for the community.
SINTER, Registration and Registration
The Seminar will present the latest developments, in Brazil and around the world, within the scope of public policies developed to enable and strengthen land governance. To this end, guests must contribute their expertise, relating property records and registrations as institutional tools for land regularization.
The importance of these instruments for good land governance must be based on the experiences of different public and private agents and institutions, also considering their effects and history of action in other countries.
