Rectory releases statement on salary negotiation

Communication from the Rectory to the Community

Since the beginning of salary negotiations with the Fórum das Seis and the Unicamp Workers' Union (STU), which began in May, the Unicamp Rectory has maintained an open, frank and honest dialogue with all representations of categories and sectors of the University .

The indicators and numbers related to Unicamp's financial situation have been exposed in a transparent manner, both in the media and in meetings held with professional entities, in order to keep the academic community and society well informed. In summary, the facts are as follows:

  1. Unicamp's budget deficit forecast for 2018 is R$240 million.

 

  1. Despite this situation, and in an effort to mitigate salary losses at Unicamp, USP and Unesp, the Council of Rectors of São Paulo State Universities (Cruesp) proposed a 1,5% increase.

 

  1. The proposal was rejected by the Forum of Six in the three negotiation meetings held so far with Cruesp.

 

  1. The 1,5% adjustment proposed by Cruesp represents an additional expense of R$26 million annually.

 

  1. The 12,6% adjustment, claimed by the Forum, would correspond to an increase of around 218 million per year in Unicamp's payroll.

 

  1. On June 05, the Unicamp Rectory began a series of meetings with the STU to discuss the category's specific agenda. At this first meeting, the STU presented the following demands:

 

  • Increase in the value of the Food Voucher based on inflation from January 2014 to April 2018, which would represent an additional expense of R$95 million per year;
  • Implementation of the Meal Voucher at the same value as USP, which would represent an additional R$61,3 million for active employees and R4 35,1 million for retirees;
  • Implementation of the career, which would add up to R$154,3 million in addition to the annualized cost of R$120 million relating to what was already earmarked for equality;
  • Free chartered transportation, which would result in an expense of R$4,6 million.

 

  1. These demands, if met, would total an additional expense of R$350,2 million to Unicamp's accounts, representing an unrealistic amount given a consolidated deficit of R$240 million.

 

  1. Following meetings held with the STU, and in yet another effort to alleviate salary losses, the Unicamp Rectory proposed, on June 14, to readjust the value of the Food Voucher by 11,7%, going from R$ 850,00 to R$950,00. The increase will represent an additional expense of around R$5,7 million in 2018 and R$11,4 million in 2019. In addition to this increase, the proposal maintains the 1,5% adjustment presented by Cruesp.

 

  1. In a new meeting held on June 19, the STU changed the agenda of demands, removing the Meal Voucher proposal for inactive employees and creating a new item, called “Nutrition Voucher”, worth R$600,00, intended exclusively for retirees. . Together, the Meal Voucher and the Nutrition Voucher would imply an extra expense of R$96,4 million.

 

Aware of its responsibility, the Unicamp Rectory has presented realistic proposals in the face of an extremely serious financial situation.

This conduct will continue to be maintained by the Central Administration as a way of promoting productive dialogue based on objective data.

The Rectory considers it important to present the facts in a clear and objective manner so that the academic community can form its own opinion and continue supporting Unicamp in its social mission.
