Public policies for the Brazilian population, oriented towards their conditions of access to education, health, social security, work, transportation, income, public services, housing, leisure and culture, considering their characteristics regarding social group, race/color/ethnicity, sex and family composition and spatial distribution and segregation systematically use and depend on information from the Demographic Census. It is also worth remembering that, especially in universities, the information they produce supports a wide range of research in different areas of knowledge.
It is essential to consider that, given its ten-year periodicity, the Demographic Census is a unique opportunity in the process of collecting information that will guide public policies created at different administrative levels. At this moment, knowledge about the socioeconomic and demographic reality of Brazilian municipalities depends on the execution of the 2020 Census, making it the only possible source to achieve this objective.
In this way, the universal character and the level of spatial aggregation characteristic of the Demographic Census give it a unique and irreplaceable characteristic, especially in countries like Brazil, where, unfortunately, it is still not possible to count on alternative data sources, in particular, records quality administrative. The Demographic Census is, therefore, a fundamental and essential instrument to inform and conduct public policies in Brazil.
Even recognizing the current budget restrictions experienced by the country, it is essential that the Federal Government guarantees adequate resources for the execution of the 2020 Demographic Census, comprehensive and with quality, otherwise the great and unique opportunity to better understand the reality of the conditions will be lost. life and reproduction of the Brazilian population.
Therefore, the Council of Rectors of São Paulo State Universities: (a) reiterates the need to carry out a Demographic Census that broadly encompasses the demographic and socioeconomic dimensions of the Brazilian population, thus ensuring adequate conduct of Brazilian public policies for the next decade; and (b) calls on the Federal Government, even considering the significant current budget restrictions, to guarantee the necessary resources to carry out the survey, given its importance for the future development of the country.
