Companies interested in exclusively licensing some technology from the State University of Campinas (Unicamp) can now enter into a partnership more easily, quickly and with less bureaucracy because one of the resolutions (GR-064/2020) Of the Innovation Policy was promulgated by the Rector of the University, regulating this type of technology transfer.
To understand the benefits of the new resolution, Professor Newton Frateschi, executive director of Inova Unicamp, explains that previously the process was extremely bureaucratic and was based on the Bidding Law, so it was necessary to approve the exclusivity of a technology by several internal bodies , then open a notice that should be published in the Official Gazette of the State of São Paulo to, only then, select the company that could have exclusivity.
“See that before, we had to go through a non-technical and bureaucratic process for the licensing process. Today, with the new innovation policy, we have the competence and autonomy to establish criteria to adapt the most advantageous proposal for both the university, considering the type of technology and its level of technological maturity, as well as the type of company for the which technology will be licensed. This way, we can much more effectively, based on really technical criteria, choose the best licensing option for each technology. This, in particular, increases the possibility of offering more disruptive technologies, although not yet mature for commercialization, to newly created companies, inside or outside the university. Now, we are able to offer competitiveness to these companies, generating more jobs and fostering the development of a socio-economic environment based on the knowledge generated at the university”, details Frateschi.
With uniformity in procedures, the interested company can negotiate directly with the Unicamp Innovation Agency the conditions and exclusive licensing contract, making the offer more advantageous for the company that will have exclusivity and for the University that will be able to transfer its technology more quickly to society.
Among the rules of exclusivity resolution, instead of publishing a notice in the Official Gazette, Inova Unicamp must publish in its website extracts of technological profiles to be exclusively licensed, clarifying information about the deadline for submitting proposals and what the technical and financial criteria are to qualify a more advantageous offer.
This resolution comes to solidify the Unicamp Institutional Innovation Policy, approved in November 2019 by the University Council.
