In a virtual session held this Tuesday (4), the University Council (Consu) of Unicamp approved the draft deliberation that sets the rules for the Community Consultation that will indicate the members chosen to compose the triple list for the choice of( a) new Rector of the University. According to the proposal, registration of candidates for the Rectorship must take place between January 25th and 29th, 2021, with candidates announced by January 29th. The first round consultation is scheduled for March 10th and 11th and the second round, if it occurs, will be held on March 24th and 25th, 2021. If there is no need for a second round consultation, the Consu session for composition of the triple list will be on March 23. In the case of the second round, the session is scheduled for April 6, 2021.
The approved proposal also provides for the constitution of the Consultation Organizing Committee, which will be composed of the following members: four unit directors, one representing each area of knowledge; three faculty members; a student member; a member of the technical-administrative staff and a member of the external community.
The appointed representatives are: professors Pascoal José Giglio Pagliuso (IFGW), Alberto Luiz Serpa (FEM), André Martins Biancarelli (IE) and Orival Andries Junior (FEF), as directors of the units; professors Samuel Rocha de Oliveira, Bárbara Teruel Medeiros, Fernando Santos Coelho and Adriana Nunes Ferreira, as teaching representatives - in this case, it was suggested that one of the names indicated be reassigned to compose the committee for electing undergraduate student representatives to the Consu; Matheus Alves Albino as student representative; Cláudio José Cervato as representative of technical-administrative employees; and professor Ignacio Maria Velasco (Fapesp) as external representative.
The composition of the Electoral Commissions for choosing the representations of technical-administrative employees, postgraduate and undergraduate students for the University Council and their respective calendars of registrations, cancellation of registrations, elections and filing of appeals was also approved at the session.
Change in the term of office of the next Rector
Another highlight among the items approved by the University Council is the proposal that changes, on an exceptional basis, the duration of the Rector's term of office, which will begin in 2021. "(the proposal) adjusts the term of office of the next rector and, From then on, everyone else will have, as the current ones do, a four-year term. What changes is the date of inauguration in relation to what we have today", explained Teresa Atvars, General Coordinator of the University.
The proposal is justified by two main factors. The first is to make the management of the Unicamp Rectory concurrent with fiscal years. Within the current periods followed by the University, in years in which there is a change of management, two administrations are included within the same fiscal year. "This has a very important implication because each member of the administration participates in this process for five years, not just four. That's why governments change on January 1st, with the change of fiscal year. USP is like that, Unesp is like that. This has important implications, because sometimes an administration is responsible for actions that it did not perform due to this interdependence that occurs in years with a change of rectory", highlighted rector Marcelo Knobel.
The other reason is that, with the change, discussions around the succession in the Rectory will not be interrupted by the end of year festivities and carnival. Students completing undergraduate courses will also benefit, as many classes end up graduating without the opportunity to participate in the consultation to choose the new dean. "A good part of the students, around 25%, leave at the end of the year, graduate, and do not have the opportunity to participate in the consultation, and it is the more experienced students who know the university the most", commented Marcelo Knobel.
The other items on the agenda were also approved, with the exception of item 15, which provided for the participation of civil servants on vacation, premium leave and sabbatical leave in meetings of collegiate bodies. The Council chose to remove it from the votes to hold further discussions on the topic.
