After around two months of intense negotiations, today, in a meeting with the Hon. Governor of the State of São Paulo, João Doria, Cruesp was informed that the Government proposed modifications to PL 529/2020, excluding São Paulo state universities and Fapesp from the measure that provided for the collection of their respective ordinary financial surpluses, referring to the year 2019.
Since becoming aware of the content of the aforementioned Bill, Cruesp began negotiations with the Executive and Legislative branches in order to clarify its position contrary to the project's provisions related to universities and Fapesp. PL 529/2020 was considered an attack on university autonomy and an attack on the State's Science, Technology and Education system, which would result in serious harm to São Paulo society.
Fortunately, several parliamentarians and civil society leaders were touched by the arguments of Cruesp and the academic community and expressed uncompromising support for university autonomy, recognizing the undeniable contribution of São Paulo state universities and Fapesp to the scientific and technological development of the state and the country.
Thus, Cruesp expresses its gratitude to everyone who contributed to defending the successful model of autonomy and financing of public higher education in the State of São Paulo. We highlight the leading role of the Secretary of Economic Development, Patrícia Ellen, in this process. Likewise, Cruesp recognizes and thanks the entire academic community for their intense mobilization in defense of preserving the financial and management autonomy of universities.
