Partial and gradual return of in-person activities begins this Monday (19)

This Monday (19) the Partial and Gradual Return of Unicamp's in-person activities begins. Following the guidelines of the Resumption Plan, this first period sees the return of up to 20% of employees. Advancement in the plan must respect the two-week interval between each period and, in each of them, the maximum percentage of employees who will be able to return to face-to-face activities will increase by 20%. The return of up to 25% of undergraduate and postgraduate students will only begin in the third period, when up to 25% of children served by CECI/DeDIC will also be able to return.

The dates established by the plan can be revised at any time, depending on the evolution of the pandemic in the regions where Unicamp maintains its campuses. Thus, the calendar is defined as follows:

19/10 - Period 1: up to 20% of servers;
02/11 - Period 2: up to 40% of servers;
16/11 - Period 3: up to 60% of employees, up to 25% of undergraduate, postgraduate and extension students and up to 25% of children served by CECI/DeDIC;
30/11 - Period 4: up to 80% of employees, up to 50% of undergraduate, postgraduate and extension students and up to 50% of children served by CECI/DeDIC; 
14/12 - Period 5: up to 100% of employees, up to 75% of undergraduate, postgraduate and extension students and up to 75% of children served by CECI/DeDIC;
23/12 to 03/01/2021 - End of year break
04/01/2021 - Period 6 - up to 100% of employees, up to 100% of undergraduate, postgraduate and extension students and up to 100% of children served by CECI/DeDIC;
18/01/2021 - Entry into Phase 3 of the plan for the gradual resumption of activities. 

The percentages of employees and students indicated by the plan are maximum reference values ​​that the units will have to organize their own work dynamics in a safe way. However, each body will have the autonomy to determine how many people will return according to the specificities of each space and the type of work carried out.

"Suppose a unit has a sector in which, predominantly, people are from groups more vulnerable to Covid. Or a unit carries out activities that do not allow for adequate social distancing. There will then be a need to return a much smaller percentage than this planned, or keep people working from home. This is open, these possibilities are open to management", emphasizes José Antonio Gontijo, Chief of Staff at the Unicamp Rectory. 

Marcelo Knobel, Rector of Unicamp, emphasizes the importance of collaboration between all units when drawing up their plans for the beginning of the return. "Our challenge is to find the balance between the proper functioning, mainly of research activities and students who need to complete some practical classes to graduate. This is everyone's priority. Each unit will find a mechanism to pursue its priorities to maintain the minimum of necessary activities on campus and that we can slowly, gradually adapt to this situation", he explains.

Before the start of the schedule, still in September, the management of units and bodies had the period from September 17th to 25th to internally define and inform the order of return of their employees. Between September 29th and October 6th, the same planning was done with undergraduate, postgraduate, extension and also Student Housing students. The program is necessary for the physical preparation of University spaces and also for the adaptation of services such as services in libraries, university restaurants and chartered buses, which cannot yet operate at maximum capacity or full-time for the safety of these employees. own locations and the public served.

From the 1st to the 16th of October, RT-PCR tests were carried out to detect the coronavirus on all employees returning on the 19th. The tests are carried out by the Community Health Center (Cecom). Servers also watched video lessons on safe return and must download and register on the application that will be used to control Covid-19 symptoms. All employees, teachers and students scheduled to return will go through this same process (testing, attending video classes and registering on the application).

Although the plan points to the possibility of 100% return of staff and students at the beginning of 2021, Gontijo comments that, to preserve the health of all staff and students, the full return will only occur when there is a vaccine or other effective scientific measure. to control the pandemic. Until then, precautions such as the use of masks, hygiene and social distancing will be essential. "It will always be partial, because we have those from vulnerable groups, we have elderly people, we have the physical impossibility of putting everyone in the same room so that hygiene and distancing can be taken care of, which must be maintained", he analyzes. 

For the Rector, the gradual resumption of activities will require organization and collaboration from all members of the university community. "If the vaccine is ready in January, with great luck in February, it will still take almost a year for it to be applied to everyone, we have more than 200 million inhabitants in the country, it is not a simple thing to do. We we cannot bet on the vaccine as the only hope for a return", points out Knobel.

Why will the Partial and Gradual Return Plan start now?
One of the conditions established by Unicamp was that the regions where the University maintains its campuses remained for at least four weeks in the yellow phase of the São Paulo Plan. Currently, the two regions, Campinas and Piracicaba, are already in the green phase of the plan and the data shows a downward trend. In the Metropolitan Region of Campinas, data from October 16th shows that the moving average of new Covid-19 cases is 306, a value 6,7% lower than the same number from the previous 14 days. The moving average of new deaths was calculated at 7, a drop of 37,8% compared to the previous 14 days. Taking into account this more favorable scenario and the fact that research and other activities that require presence are being greatly hampered, the central administration has drawn up a gradual, partial and monitored return plan.

For servers:

When does the partial and gradual return begin?
The plan foresees that on October 19th, a maximum of 20% of employees in each unit can return to face-to-face activities. Each unit will be responsible for defining who will return to the campuses and how many employees will be able to return. This will be defined internally by the unit directors between the 17th and 24th of September. 

Do all servers come back at the same time?
No. The plan indicates that on October 19th, up to 20% of employees will return to in-person work. This percentage will increase every two weeks, so on November 2nd up to 40% of servers will be able to return, on November 16th up to 60% of servers will be able to return and so on. 

How many servers from each unit can return?
Each body has the autonomy to define how many employees will return to the campuses. Therefore, the percentages indicate the maximum number of employees who will be able to return. It may be that, on October 19th, one unit chooses to return only 10% of its servers, while another opts for just 5%. There is also the possibility that the units prefer not to increase the number of employees every two weeks, maintaining the same number, or even not to resume face-to-face activities after evaluating their conditions, needs and limitations. What doesn't change is the maximum value: on October 19, a maximum of 20% of servers; on November 2nd, a maximum of 40% of servers and so on. 

What will be the criteria to define who returns?
The characteristics of the work of each unit and the profile of the servers are taken into account. Some bodies are made up of people in risk groups, who should still be kept at home. Other units carry out activities in which it is more difficult to maintain social distancing. In this case, the guidance is that a smaller number of employees return, or continue to carry out their work remotely. 

What are the dates foreseen by the plan for the return of servers?
Write it down:
19/10 - Period 1: up to 20% of servers;
02/11 - Period 2: up to 40% of servers;
16/11 - Period 3: up to 60% of servers;
30/11 - Period 4: up to 80% of servers;
14/12 - Period 5: up to 100% of servers.
Remembering that these are maximum values. It may be that, in your unit, you and other colleagues have not yet returned.

I will return to in-person activities. What do I need to do first?
All employees who return to in-person work on campuses must watch a series of video classes with guidance on safe coexistence in the various spaces of the University. It will also be necessary to download and register with an application developed by Unicamp to monitor the emergence of possible Covid-19 symptoms and refer employees to medical care at Cecom, if necessary. The questions in the application must be completed daily. Another requirement for returning is to take the RT-PCR test, which detects the presence of coronavirus in the body. Anyone returning will have the exam scheduled and will also take the test at Cecom.

My children attend CECI/DeDIC. When will these activities return?
The expected start of the return, also partial and gradual, of children served by CECI/DeDIC is on November 16th, when the third period of return for employees will begin, with a maximum percentage of up to 60% of employees who will be able to return. The number of children who can return will also be staggered, please note: 
16/11 - Period 3: up to 25% of children (with up to 60% of employees);
30/11 - Period 4: up to 50% of children (with up to 80% of employees);
14/12 - Period 5: up to 75% of children (with up to 100% of employees);
23/12 to 03/01/2021 - End of year break
04/01/2021 - Period 6: up to 100% of children (with up to 100% of employees).

Until my children return to CECI/DeDIC or the school/daycare they attend, do I need to return to in-person work?
This will depend on the organization of each unit or body at the university. The guideline is that these factors are taken into account. Talk to your superior so he can plan ahead. 

How will charter transportation work?
The offer of chartered transport must simultaneously and proportionally accompany the return of employees to in-person work. In these cases, bus capacity cannot exceed 50% of the vehicles' capacity, to maintain social distancing and preserve everyone's health. 

How will University Restaurants work?
The University Restaurants service will also follow the proportional increase in people returning to campuses and will be organized in such a way that social distancing is maintained. In this case, it is important to emphasize that it will not be possible to return these spaces to their maximum capacity and full service period until there is a scientifically effective measure to control the pandemic, such as a vaccine. This limitation will aim to preserve your health and the health of restaurant employees.

For students:

Will undergraduate and graduate students also return to campuses?
Priority in the return of students to campuses will be given to students who have completed their courses and who need to carry out laboratory activities or which cannot be carried out remotely. In the case of postgraduate students, the return will also be possible for research cases that require laboratories to be carried out and do not have remote alternatives or can be postponed. Unit management and course coordination will have autonomy to organize and define these cases.

Will remote activities continue?
Yes. The guidance is that all activities that are being carried out remotely are kept that way. The idea is that only students who fall into cases where there are no alternatives other than face-to-face activities return to the campuses.

How many students will be able to return?
Both at undergraduate and postgraduate levels, the partial and gradual return will also be staggered. In the first period, it will be possible for a maximum of 25% of students to return. The maximum percentage rises to 50% in the second period, then to 75%, and finally to 100% in the fourth period. Remembering that these are maximum percentages and, as the return will be concentrated in cases where there are no alternatives, the probability is that a smaller number of students will return in practice. As in the case of servers, it is also possible that, in certain units, students will not resume face-to-face activities, considering the needs and limitations of the units themselves.
