Resolution restricts access to Unicamp campuses in the emergency phase against Covid-19

Institutes additional, emergency and temporary measures with the aim of minimizing the transmission and spread of COVID-19 on the campuses of the State University of Campinas.  

The Rector of the State University of Campinas,  

  • Considering the recommendations of the COVID-19 Monitoring Committee at Unicamp, established by Ordinance GR nº. 72/2020;
     
  • Considering DECREE No. 65.563, of March 11, 2021, which institutes emergency measures, of a temporary and exceptional nature, aimed at combating the COVID-19 pandemic, and provides related measures;
     
  • DECREE no. 21.382 of March 12, 2021, which provides for the Emergency Phase of the São Paulo Plan in the Municipality of Campinas, which establishes a quarantine regime in the Municipality of Campinas;
     
  • Considering the need to contain the spread of COVID-19, avoid collapse and ensure the adequate functioning of health services and preserve public health.

Article 1. - Institute emergency measures, of a temporary and exceptional nature, within the scope of the quarantine measure referred to in State Decrees no. 64.881, of March 22, 2020, and no. 64.994, of May 28, 2020, with the immediate objective of minimizing the transmission and spread of COVID-19 on the campuses of the State University of Campinas.

Sole paragraph - The emergency measures referred to in the "caput" of this article will be observed on all campuses of the State University of Campinas, between March 15th and 30th, 2021.

Article 2. - The emergency measures established in this Resolution consist of:

  1. Keep in-person, non-essential activities suspended;
     
  2. Reiterate hygienic and sanitary measures and extensively publicize related measures;
     
  3. Establish that face-to-face activities that meet the essential administrative activities of the Units, bodies and Centers must be restricted to the minimum necessary, with the rest being transferred to teleworking;
     
  4. Establish that the campuses will be closed with limited access from 20 pm to 5 am, except for access to the health area, CCUEC employees, and the campus City Hall and, other situations for emergency care and activities that require personal care;
     
  5. Keep works in progress, reiterating sanitary measures with companies and suspending the start of new works on campuses;
     
  6. Chartered buses will remain in operation, reiterating sanitary and hygiene measures and maximum occupancy of 50% of seats;
     
  7. Restrict the circulation of internal circular buses on the Zeferino Vaz campus and restrict the maximum occupancy to 50% of seats;
     
  8. Prohibit any visits to campuses for sports practices or trips;
     
  9. Restrict access to campuses during the week, identifying the people and places they go to. Companies with activities on campus must inform visitors in advance so that they can have access to them. Campuses will be closed on weekends;
     
  10. Restrict public service activities carried out by DGA and DGRH to essential activities only; 
     
  11. The RU will operate until 19pm and will serve the health sector, people involved in testing for COVID-19, scholarship students, and employees working in person. No new users will be registered outside of these groups;
     
  12. The Community Health Center (CECOM) will maintain its activities, giving preference to treating suspected or diagnosed cases of COVID-19.

Article 3. This Resolution suspends Article 4. of Resolution GR no. 04/2021, temporarily suspending research, teaching and extension activities, previously defined by the caput of this article.

Sole paragraph - This measure does not apply exceptionally to the activities and components of the COVID-19 Task Force and to those situations that present a risk of irreparable compromise and that have proven to have not found an alternative to the use of laboratories, previously evaluated and approved by the Crisis Committee COVID-19 of the Teaching and Research Unit, Center or Center.  

Article 4 - This Resolution will come into force on the date of its publication, revoking any provisions to the contrary.
