With the aim of ensuring the correct allocation of vacancies reserved for self-declared black candidates (black and brown, in the designation of the Brazilian Institute of Geography and Statistics), the Unicamp Entrance Examination Inquiry Committee (CAVU) will act for the third consecutive year in the processes selective entry to the University. In addition of the assembly of boards for the entrance exam, CAVU also carries out investigations in the entrance exams of the Colégio Técnico de Limeira (Cotil) and the Colégio Técnico de Campinas (Cotuca), whose ethnic-racial quotas were implemented in 2020, and in postgraduate selection processes. CAVU, linked to the Advisory Committee on Ethnic-Racial Diversity (CADER), a body linked to the Executive Directorate of Human Rights (DeDH) at Unicamp, is a consolidated committee, which has a permanent presence, as highlighted by the president of CADER, professor Luciana Gonzaga de Oliveira. “CAVU’s role is to confirm self-declaration for those who opt for vacancies reserved for black people. It is important that students who opted for ethnic-racial quotas remain alert. Every student who has been approved and who opts for quotas will go through an investigation committee, which was consolidated in order to carry out a humanized process, which does not cause embarrassment”, explains Luciana.
How does it work?
After the roll call lists are published, the candidate receives all instructions to access the investigation committee room. If you are a minor, the candidate must be accompanied by a guardian. After going through the panel, which will deliberate on the final opinion, an email will be sent with the result. In the case of confirmation of the self-declaration, the student receives the result “Validated”, with the Inquiry Term for enrollment. If the result is “No Vallied”, the candidate receivesIn the email you will find all the instructions for making the request to appeal this investigation, which involves filling out a simple form, if you wish. A new panel, with all different members, will reevaluate and issue a new opinion.
Professor Washington Alves de Oliveira, full member of CADER and organizer of the panels, points out that the panel evaluates the candidate's phenotype, that is, the set of visible characteristics of the individual. “The process aims to ensure that vacancies are allocated exactly to the target audience: black people”, he emphasizes.
The investigation panel is made up of five members: a professor; an administrative technician; an undergraduate student; a postgraduate student and a member of organized civil society with proven involvement in the black movement. “The candidate can rest assured about the process, which was designed to be welcoming”, says the professor, who also highlights that all panel members undergo training, which prepares them to act.
He also points out that no candidate is removed from the process due to technical problems, for example. If there are difficulties using a computer, cell phone or the Meet platform, where the panels are held, there are media technicians who can be contacted by candidates. Quotas at Unicamp
Unicamp has approved the adherence to ethnic-racial quotas since 2017, when the Indigenous Entrance Exam was also approved. The quotas established the reserve of up to 25% of vacancies for self-declared black and brown candidates. “For us black men and women who have been here for a long time, this is an unprecedented and very important achievement for the University to fulfill its role of bringing diversity into the institution, of having a universe of life forms here, in different ways. of living and in a way that is more equitable, more fair”, assesses professor Silvia Santiago, director of DEDH, who also highlights the importance of retention policies to ensure that the student is able to complete the course.
Reparation for a population historically excluded from higher education and the gains that the university itself has in forming a more diverse community are also highlighted by the deputy head of the Rectory's Office, Adriana Nunes Ferreira. “In addition to the dimension of reparation, there is the issue of the university becoming better, expanding its agenda. From the university’s point of view of excellence, this is a fundamental policy and CAVU is fundamental in consolidating the access policy”, she says.
CAVU consolidated data
CAVU data regarding student admission through the Unicamp Entrance Exam, and the Cotuca and Cotil entrance exams in 2021 demonstrate that there is a high rate of validation of self-declarations. According to professor Débora Jeffrey, who was president of CADER at the time, the process was successful, with challenges relating to adapting the panels to the virtual format.
"In 2021, the challenge was to set up the entire committee and a virtual structure that could handle online interaction and ensure that the process was successful from the point of view of academic registration. CAVU is now in the academic records of DAC and technical colleges”, he highlights. The professor also highlights that CAVU's work involved more than 200 people in 2021, with teamwork carried out by different sectors and bodies at Unicamp. The Commission, Débora emphasizes, is growing in terms of activity, as it also carries out postgraduate examinations and will begin the same process for career competitions for Teaching, Research and Extension Support Professionals (PAEPE), whose quotas were approved this year.
