DGRH NORMATIVE INSTRUCTION No. 03/2021
Establishes guidelines and procedures related to
mandatory proof of vaccination against COVID-19
The Director General of Human Resources, in the exercise of her legal attributions, under the terms of the Resolutions GR-057/2021 e GR-060/2021, and subject to the provisions of the General Law for the Protection of Personal Data (Law No. 13.709 / 2018), establishes the following guidelines and procedures:
Article 1 - All University employees, from all careers, must comply with the official vaccination schedule against COVID-19, available for their specific group or age group, and, within 5 days from the moment they receive the vaccine against COVID-19, prove your vaccination status by presenting the vaccination card, via the DGRH computerized system – Employee Portal.
§ 1 - The Unit/Body must formally guide the server on the mandatory nature of vaccination to perform their duties at the University and on its importance both for individual protection and for the safety of the work environment as a whole, based on the safety guides. guidance for returning to in-person work and the regulations in force at the University.
§ 2 - As long as the server does not have their complete vaccination schedule against COVID-19, that is, 14 days after receiving the 2nd dose (or single dose, when provided), they will not be able to return to their in-person activities.
§ 3 - If the deadline set out in the caput is not met, the employee will be notified by HR to present, within 5 days, the vaccination card against COVID-19 or the medical justification for the impossibility of receiving the vaccine.
Article 2 - In cases where it is impossible to receive the vaccine for health reasons, the employee will be responsible for presenting a medical certificate to be sent to the DGRH/DSO, via email dgrhmt@unicamp.br, according to Annex I, within 15 days from the date of publication of this IN.
§ 1 - The medical certificate to be presented must explain the formal reason for the medical contraindication to the vaccine, as well as its technical-scientific basis.
§ 2 - The DSO will be responsible for analyzing the medical documentation presented, which may request the opinion of a team of medical specialists, with a view to approving or not the justification.
§ 3 - During the process of analyzing the reasons for medical contraindication, the server must not return to face-to-face activities.
§ 4 - If the medical justification presented is accepted, the employee will be advised by the DSO on the occupational health and safety conditions for their return to work.
§ 5 - If the medical justification presented is not accepted, the employee will be formally summoned by the DSO to inform.
§ 6 - The server who does not have an accepted medical justification must prove that they have scheduled their vaccination against COVID-19 within 5 days of becoming aware of the fact, and must subsequently prove their vaccination status by presenting their vaccination card, via the DGRH computerized system – Employee Portal, as provided for in Article 1 of this IN.
Article 3 - The employee who, compelled to prove vaccination for COVID-19, refuses to do so within the deadlines indicated in articles 1 and 2 of this Normative Instruction, will have salary payment suspended until this requirement is met, as provided for in article 8th of Deliberation CAD-A-002/2017 and Resolution GR-060/2021, without prejudice to applicable disciplinary measures, pursuant to articles 142 to 153 of Unicamp's Statutes.
§ 1 - The server will be previously notified regarding the suspension of payment of their salary, which will occur from the date of notification.
§ 2 - After the 30-day period has elapsed without compliance with the requirements set out in articles 1 and 2, the DGRH will take the disciplinary measures set out in articles 142 to 153 of the Unicamp Statutes.
Article 4 - To monitor information about the vaccination of employees, those responsible for HR at the Units/Agencies must access a specific report, available in the People Management System (VetorH).
Sole Paragraph – The Units/Bodies must provide a support structure to help public servants who have difficulty accessing the computerized system for sending information on vaccination.
Article 5 - Situations not covered by this Normative Instruction must be forwarded to the General Directorate of DGRH, which will analyze the situation with the Unit/Body and, if necessary, submit it to higher authorities.
Article 6 - This Normative Instruction will come into force on the date of its publication.

Annex I - Model of medical certificate to justify the contraindication to the vaccine
