The construction of the Regional Hospital, linked to Unicamp and with the potential to serve the population of more than 70 cities in the State, was one of the themes of the meeting of the Campinas Metropolitan Region Development Council (CD-RMC) held on Monday ( 29/11), in Cosmopolis. Representing the University were the rector Antonio José de Almeida Meirelles, the director of DEAS, Oswaldo Grassiotto, and William Oliveira, advisor for Institutional Affairs. The Council is chaired by the mayor of Jaguariúna, Gustavo Reis (MDB). In addition to other mayors from the metropolitan region, state deputies Cezar (PSDB) and Dirceu Dalben were present.
Antonio Meireilles gave a report on the meeting that took place on November 22nd at Palácio dos Bandeirantes, when governor João Doria declared himself in favor of the construction of the hospital, stressing, however, that the cost should be shared between the State government, the Sistema Unified Health System (SUS) and municipalities. "The Regional Hospital is a demand from the metropolitan region, its city halls and city halls in the surrounding regions, to expand the supply of beds to the population residing in the vicinity of Campinas. It will be complementary health equipment to the HC, making it possible to serve more effectively the population of the region and reorganize the relationship between Unicamp's health care area and the SUS and the Regional Health Departments (DRS) in the region”, explained the rector.
The director of DEAS, Oswaldo Grassiotto, showed those present the structure that the system would have with the new hospital, and the system for releasing beds, especially for medium and high complexity care. He also detailed the investments to be made by the cities.
"I see the division of costs between the parties as fair, but we have to fight for the State's share to be greater than what has been presented”, argued deputy Dirceu Dalben. He defended the need to equalize the percentage of responsibility of the state and federal governments. The first discussions indicate that the Federation would commit, through the SUS, to 40% of the cost, the State to 30% and the city halls also to 30%. Preliminary studies indicate annual costs of around R$300 million. For the deputy, the percentage of city halls should be lower “because they have assumed many responsibilities in the area of Health”. He also defended the shared management of vacancies to be opened with the new hospital.
The president of the CD-RMC and mayor of Jaguariúna, Gustavo Reis, reported that, together with federal deputy Baleia Rossi, he mediated a meeting between the rector and the general coordinator of Unicamp with Governor João Dória to present the project and discuss the cost. Reis considers the proposed funding method to be advantageous for cities, adding that the topic will continue to be discussed by RMC managers, with the participation, when possible, of other municipalities that may be part of the project. The division methods and percentages for each participant will be prepared by the CD-RMC.
