The rector of Unicamp, Antonio José de Almeida Meirelles, visited the State Department of Health, on the afternoon of February 18, for a meeting with Eduardo Ribeiro Adriano, the department's executive secretary. The agenda was the implementation of the Metropolitan Regional Hospital of Campinas. The secretary learned details of the initiative and made suggestions for meeting the region's health demands in conjunction with other operating units, including the Hospital de Clínicas da Unicamp.
The meeting was attended by the general coordinator of Unicamp, professor Maria Luiza Moretti; the executive director of the Health Area, professor Oswaldo Grassiotto; the general coordinator of the Health Regions Coordination (CRS), Osmar Mikio Moriwaki; and the mayor of Jaguariúna and president of the Campinas Metropolitan Region Development Council (CD-RMC), Gustavo Reis, representing federal deputy Baleia Rossi.
"The Metropolitan Regional Hospital project has been gradually gaining more concrete contours. Initially, it involved a dialogue with the metropolitan region. We have strengthened the conversation with the City of Campinas and the Municipal Health Department, and now we are approaching this with the Department of State. From the beginning, we wanted this proposal to be part of a general vision of health in the Metropolitan Region of Campinas", explained Antonio Meirelles. On the morning of the 18th, the project was discussed with Dario Saadi and Wanderley de Almeida, mayor and vice-mayor of Campinas, and with the municipal secretary of Health, Lair Zambom.
The new hospital should have 350 new hospitalization beds available for the RMC population, estimated at 3,3 million inhabitants. The planned investment for the construction of the unit is R$320 million. The proposal is that it be installed in an area provided by Unicamp at Fazenda Argentina and be technically managed by the University. The costs of the operation must be divided between the SUS, the RMC city halls and the State Department of Health.
The Executive Secretary of Health praised the initiative. According to him, the construction of the new hospital must be integrated with a change in the dynamics of health care in the region: "It is a pleasure to welcome the dean of Unicamp, the vice-rector, and the entire work team to discuss, more than a new hospital for the Metropolitan Region of Campinas, a new design of healthcare in the RMC. Our objective at the Health Department, in alignment with Unicamp, is to promote the reorganization of healthcare in the entire region."
Eduardo Adriano advocates that changes be made in the way the region absorbs the demand for elective, urgent and emergency care, and forwards it to hospital units. To this end, he suggests that the proposal be accompanied by the installation of a new emergency room or emergency care unit (UPA). "It is important to look into the technical characteristics of this new equipment and its insertion into the health network, in line with the needs to reorganize the entrance doors to emergency services, optimizing the potential of the Hospital de Clínicas da Unicamp", he analyzes.
For the president of CD-RMC, the project is essential for the region to maintain its growth rate. "We have a huge deficit of vacancies due to population growth in the Metropolitan Region, and this ends up causing a problem, especially when there are demands for a specialty. It is important that we are here, with the dean of Unicamp, his team, and with the Executive Secretary of Health, to move forward in this conversation", comments Gustavo Reis.
Antonio Meirelles assesses that an integrated look at the region's health system, together with a hospital referral perspective, contributes not only to expanding the number of available vacancies, but also to making care more specialized and effective: "This requires an organization regional and a link with the State in a new standard. The new equipment in itself is not enough, it is necessary to reorganize the region, establishing more structured roles for the Hospital de Clínicas, for this new hospital and for emergency care in the various cities of the region. region".
