DGA makes the first purchase based on the new bidding law

The General Directorate of Administration (DGA) carried out, last Thursday (23), Unicamp's first direct contract based on the new bidding law number 14.133/2021, enacted in replacement of Law No. 8.666/93, in force since 1993. The new legislation will come into force on April 1st, two years after its publication, and regulates the rules for bidding and contracts. The new rules involve several principles for public administration, to ensure more efficiency, publicity, planning, transparency and sustainable national development.

The general director of Administration, Lina Amaral Nakata highlights that the success of this first hiring is an important milestone in the implementation of the new law at Unicamp. She emphasizes that this is the result of joint actions with the Attorney General's Office and the School of Corporate Education (Educorp), sponsor of training for the Board's professionals. Furthermore, it highlights the effort and work developed by the DGA team of professionals designated by decree from the Rectory to study, propose and develop the necessary regulations to comply with the law in force.

Lina Nakata reports that, since the publication of the new law, which provided for a two-year transition period, the DGA has been developing training, dissemination and exchange of experiences with other bodies so that new Unicamp hires can be carried out in compliance with the precepts of the new legislation. “Planning is the cornerstone of this new law, which presents many changes. In fact, there must be cultural changes for the efficient adoption of planning mechanisms provided for in the bidding law.”

New Unicamp regulations in this regard were recently published, such as resolutions GR 12, 13 and 14/2023 and normative instructions DGA nº 106 and 107/2023. Actions to implement the new law involve understanding the governance guidelines, identifying the responsible actors and their respective training, whose editing of norms and regulations will serve to adapt the new regime to administrative and budgetary realities, and to the University's material and personnel.

Transition Committee

With the aim of monitoring and guiding the transition, as well as monitoring the results arising from the implementation of the new law, a Transition Committee was created, designated by Ordinance GR nº 26/2023. The Committee is chaired by Lina Nakata and has the participation of specialist Renato Fenili, as a person of notable knowledge and relevant expertise. Renato is President, in the state of São Paulo, of the Special Commission for the Transition of Federal Laws nº 8.666/93 and nº 14.133/2021.

The Committee also has the participation of representatives from Unicamp's administrative and legal areas: Cleber de Lima Palmieri, Deputy Director of Administration; Marcos Zanatta, Administrative Advisor to the Dean of University Development (PRDU); Luciana Aparecida da Cunha Pizzatto, Administrative Advisor to the Executive Board of Administration (DEA); Alexandre Marsola, from the Administration Coordination of Hospital de Clínicas (HC); Thiago Baldini da Silva, Director of Economic Planning; and Lívia Ribeiro de Pádua Duarte, University Attorney Deputy Head of the Advisory Area of ​​the Attorney General's Office.
