The project to revitalize the pavilions (Paviartes) of Unicamp's Institute of Arts (IA) envisages maintenance and renovation works in the building located at the intersection of Av. Albert Einstein and Rua Pitágoras (Pavilion 1), the reconstruction of the adjacent building (Pavilion 2) and the construction of a covered square connecting the two buildings – a space that, in addition to facilitating interaction between students, will host events, ceremonies and artistic interventions.
According to the Executive Directorate of Integrated Planning (Depi), responsible for the work, the two buildings will be modernized and will have accessibility systems. In addition, they will receive acoustic treatment and waterproofing works and will be provided with Fire Department Inspection Reports (AVCB).
The Pavilion1 project includes the construction of a new access space, with the demolition of the area where the reception currently operates, in addition to the replacement of all windows and the electrical network. The building will also have new air conditioning units and a new platform. Pavilion 2, whose foundations have already been built, will be completed and will contain the features of its neighbor, including dance rooms.
The work has an estimated cost of R$16,7 million and is expected to last 14 months. The General Directorate of Administration (DGA) informed that it intends to launch, later this semester, a new bidding notice to choose the company responsible for the project.
DGA Deputy Director of Administration, Cleber de Lima Palmieri, says that the work at Paviartes is the first to be tendered by Unicamp under the new contracting regime provided for in the Law on Tenders and Administrative Contracts (14.133/2021). Construction will be carried out through the so-called “semi-integrated contracting”, a modality in which the company that wins the bidding process is responsible for the executive project and execution of the work. Under the old bidding law (8.666/1993), an exclusive bid was required for the executive project and one for the execution of the work.
This new form of contracting, according to Palmieri, reduces the possibility of the contract being amended. “As the company itself will carry out the executive project and the work, it will not be able to claim, for example, that there are errors in the project”, says the director, explaining that this allegation is one of the companies’ main justifications for interrupting works. Palmieri also recalls that the new law provides for the possibility for the work's insurance company to guarantee its continuity or completion, in the event that the contracted company does not complete it.
For the supervisor of the Works and Services Contracting area at DGA, William de Sousa Lima, an additional advantage of this new model is that it requires the preparation of a so-called Risk Analysis and Map, a document through which the company is responsible for changes in costs arising from events already foreseen – such as, for example, the rainy season –, reducing the need for contractual changes or possible economic-financial rebalancing.
Furthermore, says the supervisor, although the bidding will take place in the Public Competition modality, it will be carried out electronically, which will guarantee greater agility and transparency in the process.
History
The works to renovate Paviartes have experienced successive delays since April 2021, when a first contract was signed with the company that won the bid at the time. The works began that same month, but were interrupted shortly after, due to the inability of the contracted company. In May last year, Unicamp terminated the contract, because the company had not met the basic work schedules, had presented low quality in the service provided and had not adopted any measures to compensate the University for the delays.
In November 2022, a new tender was held and another service provider was hired. In June of this year, however, the University also had to terminate this contract, as the company had not met the deadlines defined in the agreement. Three months after the contract began, the new contractor had not even mobilized workers, made the construction site viable or delivered the required documentation.
The coordinator of Depi's Territorial Planning and Works Division, Lucas Oriolo Rodrigues, says that the expectation now is optimism with the new event. “With this new type of bidding, we reduce risk and increase security. Furthermore, this model guarantees better quality in hiring”, he assesses.
Rectory
The head of the Rector's Office, professor Paulo César Montagner, said that the administration has been striving to resolve the bureaucratic problems responsible for hindering the progress of the work so far. “The University has made a great effort to solve the problems related to hiring the company responsible for the works”, guarantees Montagner. “And we hope to overcome these difficulties as soon as possible”, he adds.
“We must remember that, in this case, the resources are already reserved. What we need to resolve is hiring and, to that end, we are using a new mechanism that, we hope, will have results,” he explained. “The administration recognizes the importance of the work for the Institute of Arts and for the University itself and works hard to make it viable. We want to resolve this as soon as possible”, he guaranteed. “The IA community longs for and deserves a work like this”, concluded the chief of staff.
